According to the Institute of Medicine (2010), to be able to transform the health care system so that patients are provided safe, quality, patient centered, accessible and affordable care there needs to be rethinking done by health professionals especially nurses Nursing education must be fundamentally improved both prior to and after nurses gain their license.

The Rover Wood Johnson Foundation (RWJF) and the Institute of Medicine (IOM), developed the two initiatives to respond to the change in the nursing profession. The committee determined that nurses should achieve higher levels of educations and training in improved systems where seamless academic progression is encouraged. The National Advisory Council on Nurse Education and Practice, policy advisors to Congress and the Secretary for Human Health Services on nursing issues, encouraged that 2/3 of the nurse workforcr hold baccaulaureate or higher degrees in nursing. According to a 2013 HRSA report, only 55 pervent held these level degrees. But with there being 692 RN to BSN and 159 RN to MSN programs that build on the education provided in associate and diploma programs, graduates are being educated to perform on broader scales of practice.
