Since the time of the Caves humans would gather into groups living and hunting together instead of living individually. They had realized that things were easier to do in groups than individually. So as the time went by, the number of the people in groups grew more and more and the groups where turning into villages and later on big cities creating a complete society. Thus, as the society tended to grow more and more people had to make sure that everyone was following the rules and laws that were created within the society. The concept of creating a group of people who would be responsible for such mission is the present police. In 1910, Robert Peel who was at the time the governor of Ireland came across a number of revolts against the English government. He had to find a way to stop these rebels from happening so he came up with the idea that he could hire some local Irish people who were in need of finding a job to control the revolts that were happening. He believed that if he hired local Irish men that were familiar with the people of the community, they the people would not rebel and go against the laws. He based his concept under the assumption that since people would know who these men were, they would avoid committing any illegal actions. First of all, if they actually followed the procedure of hiring people in the police force from all kinds of nationalities, it could possibly help but not have any drastic results. Second, if the government took more seriously the crimes policemen did against other individuals and not just surpass it by blaming the police station or officer at that time. There is for sure room for improvement but the question to be answered is if they are interested in making an effort to change things or
