1. What is the legislative purpose of laws pertaining to the practice of physical therapy? How does that state define “physical therapy?” The legislative purpose of Illinois physical therapy Act1 is to protect public health, safety and welfare. The Illinois physical therapy Act1 is enacted for providing state administrative control, supervision, licensure and regulation of the practice of physical therapy. A person whose first language is not English shall submit certificate of passage of the test of English as the foreign language (TOEFL) and the test of spoken English (TSE) prior to taking the licensure examination.
