After the Civil War the south was in complete destruction and chaos, of all kinds. So, in 1865 the reconstructing of the south began and it lasted till 1877. Before Abraham Lincoln died, he created a plan that would help in the rebuilding of the south. His plan was called the Ten-Percent Plan. The plan said that a southern state could rejoin the Union if ten-percent of its voters would vow their loyalty to the Union. They would also be forgiven for leaving the Union and would have to outlaw slavery. When Lincoln was killed in 1865, Andrew Johnson was elected as president. Readmission to the union was a dividing factor between Republicans in politics. Lincoln advocated for the "Ten Percent Plan." This demanded that only ten percent of voters in a state take an oath to uphold the values presented in the constitution in order to rejoin the union. Lincoln would then pardon all Confederate government figures and rights of citizenship would be readmitted. Radical Republicans opposed the plan, claiming that it was too lenient.
The plan was a mix of Johnson’s own ideas for reconstruction and some of the ideas that Lincoln had in his Ten Percent Plan. Even though his plan was very lenient toward former confederate officials, republicans and other northerners were in agreement with his plan for the most part. Obviously there will be people who do not agree with his entire plan such as the Radical Republican group. There was not much of another option to go by so Johnson’s Plan had to be put into use. Lincoln was assassinated so there was no real support behind his ten percent plan. Even though Lincoln’s plan was not used, some of the ideas from his plan were still included in Johnson’s such as taking an oath of loyalty by the former confederate officials to rejoin the union and create a state government. The republicans were too radical for Johnson in their views of how former slaves should be treated. They also wanted harsher punishment for southern officials which would have taken more time where Johnson just wanted reconstruction to be over as soon as possible. Even though there is a great chance carpetbaggers would have found a way to make money in the south if Lincoln had lived, but with Lincoln alive his 10 percent plan would have been used, therefore allowing the North and the South to have an easy reconciliation with one another. This would allow the south to get back into the main stream and find some solutions to its many problems. Aside from the presidential reconstruction, the Congressional Reconstruction was also taking place. The Congressman disagreed with both Lincoln and Johnson’s plans for Reconstruction. Their main two goals was to integrate African Americans into society by granting them citizenship and the right to vote, and the second goal was to destroy the political powers that former slaveholders had in the South. They first implemented these ideas by passing the Civil Rights Act of 1866. The Civil Rights Act of 1866 gave African Americans citizenship and forbade states from passing discriminatory laws. Although the black codes came about and Andrew Johnson vetoed the bill, Congress had the power to override his veto. This shows that even though the President is the leader of the nation, the Constitution guarantees that Congress has some measure of influence over the President and may chose to block his procedures, Check and Balances. With success, Congress passed the Fourteenth Amendment, which states that all persons born or naturalized in the United States are citizens of the country. All citizens were entitled to equal protection under law and be given their rights. The Congress agreed that if the Confederate states ratified the Fourteenth Amendment they could come back into the Union. Having not followed the Congress request, Congressed passed the Reconstruction Act of 1867. This forced the Confederate states to undergo Reconstruction as the Congress wanted. After the great battle of the American Civil War was fought, and the North won, a bigger battle still had to take place; reconstruction. Reconstruction after the war was not going to be easy, and it was not. What was the primary goal? What should be done to ex-confederates? Free Blacks? How should this reconstruction take place? Many of these questions were solved by the government, but how well? Reconstruction could have gone very differently, and that is what I intend to show. I will develop my own reconstruction policy for the United States after the American Civil War, dealing with several critical points, and the overall re-integration of the south into the Union. My policy is based on equality for the South and North, and making sure that a political balance and a balance of economic power was restored as much as possible.
Abraham Lincoln’s original views on slavery were formed through the way he was raised and the American customs of the period. Throughout Lincoln’s influential years, slavery was a recognized and a legal institution in the United States of America. Even though Lincoln began his career by declaring that he was “anti-slavery,” he was not likely to agree to instant emancipation. However, although Lincoln did not begin as a radical anti-slavery Republican, he eventually issued his Emancipation Proclamation, which freed all slaves and in his last speech, even recommended extending voting to blacks. Although Lincoln’s feeling about blacks and slavery was quite constant over time, the evidence found between his debate with Stephen A. Douglas and his Gettysburg Address, proves that his political position and actions towards slavery have changed profoundly.
The Civil War ended on April 9, 1865. Abraham Lincoln was assassinated less than one week later. Andrew Johnson, Lincoln's Vice President, briefly continued Lincoln's policies after Lincoln's assassination and in May 1865 announced his own plans for Reconstruction which included a vow of loyalty to the Nation and the abolition of slavery that Southern states were required to take before they could be readmitted to the Nation.

Even though the civil war may have been the last resource the nation had, it could be argue that Lincoln’s governments try its best to find a different solution. The civil war was a conflict that destroyed the nation; it perhaps could have been avoided if the second party had work for a solution. But it is true that maybe both parts could have looked out for the benefits of the people as a whole instead of their personal benefits. Lincoln principal positive effect on the civil war was actually before and during the war when Lincoln’s government had many attempts to prevent the confrontation, and when this one began he took the right decisions to win the war. One of the biggest effects on the civil war was the Emancipation Proclamation in 1863, which gave the slaves their liberty. Many would agree is that Abraham’s Lincoln effect on the civil war was positive but Lincoln made many mistakes or misjudgments during the war as well. Perhaps the biggest mistake Lincoln did was underestimating the South what caused many unnecessary deaths. He also did had misjudgments that cause many causalities. Since the beginning of time humanity has fought for what they thought was right. In April 12 of 1861(civilwar.org) The US would begin a fight for civic and moral rights, a civil war that perhaps was the last option for a country to reunite its values. Abraham Lincoln was the president of the time and the person the influence the most the course the war took. I strongly believe that Lincoln’s decisions influence or had more positive effects on the country. Being the president at times like the civil war is without doubt it is one of the toughest jobs, and one way or another there is going to be correct and incorrect decisions but I can agree president Lincoln did what he thought it was the best at that moment.
