After the Civil War the south was in complete destruction and chaos, of all kinds. So, in 1865 the reconstructing of the south began and it lasted till 1877. Before Abraham Lincoln died, he created a plan that would help in the rebuilding of the south. His plan was called the Ten-Percent Plan. The plan said that a southern state could rejoin the Union if ten-percent of its voters would vow their loyalty to the Union. They would also be forgiven for leaving the Union and would have to outlaw slavery. When Lincoln was killed in 1865, Andrew Johnson was elected as president.
