Resource recovery and waste management are rapidly becoming global concerns as depletion of non-renewable resources is inevitable without significant intervention. In many cities, the existing technology and infrastructure have the potential to operate far more efficiently with less resource use and more recovery than they are currently achieving. National policies should encourage long term Municipal Solid Waste Management (MSWM) solutions focused on the sustainability of non-renewable resources rather than short term solutions. Planning and implementation of policies relating to waste management and resource recovery need to consider practical solutions at the local level. As Zabaleta & Rodic (2015) explain policy and regulations should be formulated to support nutrient recovery as a norm in waste treatment methods, while relating them to quality criteria for the output product and requiring source separation. Due to each municipality’s unique combination of resources and needs, including waste composition, suitable locations, competent partners, mature technology and visible local benefits; waste and resource management needs to be customized to ensure efficient and appropriate policy measures are being implemented on a local level. Considering affordable energy alternatives are a vital component of the energy security nexus, it is in the interest of national governments to help guide their countries toward a sustainable future and unnecessarily depletion of resources. While AD is typically dependent on some form of subsidization, the long-term benefits from its high level of resource recovery makes it a wise long-term investment. Governments with pro-AD policies offer performance based financial incentives like renewable energy certificates to specify the value of an AD plant's energy output to assist the new technology to compete against established energy generating technologies (Edwards, Et al. 2015). Supporting AD bioenergy in the immediate term allows the industry to become established, while promoting its ability to compete and reduces the risks associated with the initial investment (Edwards, Et al. 2015). Although subsidies typically mean increase costs inflicted on fossil fuel derived energy generators, citizens, or governments, systematic reductions of incentives over time ensures innovation and cost-effectiveness (Edwards, Et al. 2015).
