In a March 1996 speech President Clinton stated, “If it means that the school rooms will be more orderly and more disciplined, and that our young people will learn to evaluate themselves by what they are on the inside, instead of what they’re wearing on the outside, then our public schools should be able to require their students to wear uniforms.” Student’s of today’s era are more concerned about wearing name brand clothes and staying up to date on the latest fashion trends than studying for their algebra test, doing homework, or even staying attentive during class. In many public schools uniforms are not mandatory, however there is a dress code in place to dictate what is and what is not appropriate for students to wear. Unfortunately, because many students retaliate and find ways to bend the rules on certain dress code requirements, this system is not as effective as what it is meant to be. Teachers are often forced to step in and report the violation to the administration, which ultimately takes time away from the other students learning. Chris Hammons, Principal of Woodland Middle School in Coeur d 'Alene, Idaho, supports uniforms over a dress code because, uniforms have proven to create less of a distraction, less drama, and more of a focus on learning (Donofrio, 2012). Students often want to stay up to date on the newest fashion trends and brands, which can become even more costly. According to a national 2013 survey of 517 U.S. school leaders, 94% of those surveyed believe "one of the main benefits to parents is that school uniforms are more cost-effective than regular apparel," and 77% estimated the average annual cost of school uniforms per child to be $150 or less (National Association, 2013). This average annual cost of uniforms per child, is nearly the same amount of money that parents will spend on a child’s back to school wardrobe. Although the cost of both may seem to be nearly the same, many people do not take into consideration that as the seasons change, styles change. Ultimately this means parents will reluctantly fork out even more money to fulfil the needs of their child 's wardrobe. Uniforms on the other hand allow students to wear the same outfit year round. In the magazine “Parenting,” an article reports the data received from a survey of 1,000 moms. Based on the survey, nearly 60 percent of the moms say that clothing will be their biggest expense for back to school shopping this year. On average, families are planning to spend $131 per child on back to school clothing (Emmons). Therefore, after examining the big picture, it is clear that school uniforms are more cost effective for parents than purchasing each child 's
