Police mounted patrol strategy is one of the oldest strategies of police patrols but it is still an effective patrol strategy in modern policing and provides a lot of benefits. Horses began to be used by the police in the Old West as a solution to the problem that Sheriffs were facing in which they were put in charge of maintaining the peace of vast territories but the Sheriffs did not have enough Sherriff deputies or logistics to cover these areas so horses became a solution to improve this problem and it helped the crime rate to decreased (Fine). There are about 600 mounted police units all across the United States and the officers in these units receive training on how to properly handle a horse as a partner and tool to fight against crime and how to use the horse as crime prevention tool, the officers also receive training on how to train the horse with obedience training so that the horse can remain calm in the different situations in …show more content…
Another benefit of a mounted patrol strategy is that it can create stronger community and police relationships which is essential in a community policing system, people will usually interact more with the police officers who are in mounted patrol because the people are curious about the horse and they want to talk to the officer about the horse or sometimes they want to ask for permission to pet the horse which can led to a conversation, this interaction between the police and the community is a positive one and at the end of the interaction the people will leave with a better impression of the police, sometimes the mounted police unit gives demonstrations to the community, or march in parades along with members of the community, and sometimes they go to schools to talk to the kids about the horses and their job, all of these interactions with the community build stronger community-police relationships which can result in support from members of the community to help the police and fight against crime together (City of
Random patrol is not a sign of poor management. Random patrol strategies are based on the principle that police officer presence in an area provides a general preventive effect and an idea of crime and that, afterward, the resident’s terror of crime is abridged by that same police officer presence. It would be likely, as an outcome, that crimes that would normally take place in equally public places, such as personal property offenses or common street crimes, would be more pointedly impacted by preventive police officers patrolling practices, whereas offenses typically committed in relative isolation would be less vulnerable to the deterrence effects of preventive police patrolling.
Police officers serve and protect the people in their community. The earliest police force was established around the 1750’s. Although the first police force in the modern sense came to be over 250 years ago, the purpose they had is the same as today. As with the rest of the world advancing and progressing, the police force has advanced in many ways which have made them a more efficient and capable unit, in order to more fully accomplish their purpose of serving their community. In the next few paragraphs you will learn how training, equipment, work environment and techniques have changed and evolved in the police force.
The police in the United States established four innovative features: hierarchical organization, communication capacity, uniforms and patrolling. (Monkkonen, 1992). Hierarchy gave the police an ordered and centralized system similar to the military ranking system; for example Sergeants and Colonels, which are rankings found in both military and domestic police. Even with the absence of electronic communication systems in the past, the police had the communication capacity to relay information through their recognized chain of command. Citizens reported any offenses to officers who would relay the message to police headquarters. Uniforms made the police more visible to the public, hence making them more accessible. Lastly, patrolling made the police more active in communities, which was a tactic used to hopefully prevent crime by instilling a police
A career that I am very interested in, and eventually applying for; is the RCMP (Royal Canadian Mounted Police). I have always wanted join the RCMP ever since I was very young. The idea of being part of Canada's first federal police agency and the rich history that goes a long with it has inspired me to set my goals to become apart of them.
Police play a vital role in maintaining safety and welfare at all levels of government and across the country. Policing can also be described as an aspect of overseeing others to ensure that they keep to law and order. Policing is about helping people and maintaining community quality of life as it is about enforcing laws and apprehending criminals. The most important work of the police is to enforce public orders and enforce the law. While crime fighting is an essential role of law enforcement, it is not the most prevalent, and in the view of many, not the most important. Officers spend far more time engaged in the provision of far ranging non-law enforcement services. In enforcing the law, the police force also helps to maintain public order. Diversity in the police force is one of the most important aspects that should be looked at. This is due to the effect that it's likely to have on the overall perception and the effectiveness of the police force.
Police horses have been used by the Australian Police since 1879. Over the decades additional states and territories have added police horses to their units. Mounted police have further advantages then a policeman on foot, like an elevated 360-degree view when in crowds and the ability to move efficiently through streets. According to Queensland’s Senior Sergeant Mark Paroz ‘In a very simplistic way, QMPU officers perform a combination of general duties, traffic and specialist response that provide operation, community policing and public relations support to the Police Service and the greater Queensland community. The horses are our primary mode of transport to fulfil these functions’. This
Directed patrol is a method that can be effective when the goal of a police department is to reduce or try to eliminate a specific crime (Fritsch, 2009, pg. 82). In this method patrol officers are given specific instructions from the high command about what they need to do during their shift; the specific tasks that are assigned to the patrol officers will help achieve the organizational goals and citizens’ demand of reducing the specific crimes and many times these tasks will take priority over non-emergency service calls (Fritsch, 2009, pg. 85). There has been many experiments that have tried to test the effectiveness of directed patrol; the Kansas City police department experiment was one of them and it concluded that directed patrol can actually be effective when trying to reduce gun related crimes at a low cost, however the experiment also found that directed patrol requires patrol officers to spend a lot of time doing other important tasks instead of patrol, which will reduce the amount of officers that are available to take service calls
I enjoyed reading your post and it was very informative. The directed patrol method is basically when the police department decides that it is important to place an emphasis on other tasks besides just answering calls for service, therefore the police department will place priority over these tasks than on non-emergency calls for service. These tasks can range from placing patrol officers in high risk areas as you mentioned on your post; to traffic stops, investigating, etc. (National Institute of Justice, 2011). In 1997, the Indianapolis police department decided to implement a directed patrol program in which the main task that they focused on was traffic stops (National Institute of Justice, 2011). At the end of the directed patrol program
Proactive patrol is still a critical component of police crime control efforts. When it comes to maintaining availability and quality handling of incidents there is a constant strain between the two ( Hoover, 1996). Some of the duties that the police chief may encounter, is the fact of trying to control what all goes on with his police officers. Trying to please the public and taking the responsibility of his officers and making sure that the right man for promotions is selected. A police chief must make sure that they employ men that are able to do the job and if they are incompetent or unqualified officers and removing them. The citizens want to feel comfortable and know that the police are going to respond in a timely manner when an emergency occurs (Hoover, 2014). The ability of quick response times will be based on the areas and the type of communities that they are patrolling. Rapid response is an important component of victim’s evaluation of the police (Cihan, Zhang, & Hoover, 2012). Citizens need that visibility in the residential neighborhoods (Liederbach, Fritsch, Carter, & Bannister, 2007). Responsiveness is a critical component of a well-run police agency. If the citizens want immediate availability, rapid response, and visibility,
The police are usually charged with the great responsibility of ensuring that citizens are living quality lives that are free of crime and fear. In order to perform this duty effectively, the police need accurate and deeper knowledge of the citizens and issues they encounter in their daily lives. This knowledge will not be easy to come by if the police work independently from the citizens. Over the last several decades, police agencies have been working to gain the respect and the cooperation of the communities they serve. Community Oriented Policing was introduced to bring a closer working relationship between the citizens and the police.
From the roots of modern policing, we started with similar ideas as the English policing system in the colonies with a sheriff, constable and a town watch. Eventually, America found issues with this system as England did and had to evolve to withstand populations, civil disorders, and increase of crime. Tensions rose due to growth of immigrants competing for jobs against Native Americans. Thus, become the “Year of Riots” in 1834 which brought larger cities to accept and establish a new London-style police department which took many years due to the process of city and state legislature. Preventive patrol was the number one idea America took from London since it was found police presence does effect individuals’ behaviors. However, the
In chapter five, the first type of policing style is the legalistic style, which is described as the least changeable to discretionary enforcement. Officers enforce the law objectively without making exceptions. In this type of style of policing, the police officer conducts themselves in a proper manner. The second type of policing style is the watchman style, describes police who define situations as threatening or serious depending on the groups or individuals involved, and act accordingly. The third type of policing style is the caretaker style, which treats citizens differently, depending on their relative power and position in society. Meaning that some people get breaks and others do not get breaks (Pollock p.112-113).
Community policing can be described as forming a relationship with the community to provide a safe environment and lessen the sense of fear of crime for those who live in the area. Traditional policing uses only the law to stop crime while having very little or no relationship within the community. Community policing does provide a safer community because of the bond they share with the public. They will feel safer knowing who the police officers in the area are and seeing them from time to time on a regular basis unlike traditional policing where they respond to crime instead of preventing it. Police officers can get a bad reputation with individuals for any number of reasons. The people could be afraid of an authoritative being, they could
Community policing is justly important as it creates a positive relationship between the community and the police. This relationship is important because it allows for there to be a certain amount of respect between the police force and the community. Being a police officer gives a person authority and then have the opportunity to make a difference and help build the community they are in. For example, when faced with the situation between pursuing a juvenile for marijuana possession and giving them a second chance to realize their mistake, an officer can use his discretion to lead the juvenile in the right direction, as opposed to potentially ending the rest of their life. This opportunity allows a juvenile to get a second chance and to fix their wrongs to potentially have a better
The key characteristics of community policing are as follows: Police officers are usually called upon to be particularly thoughtful, creative problem solvers. They are asked to listen to the concerns of community members, to logically reason out the roots of problems, to identify and research potential answers, to implement solutions, and to assess results. Police officers work in partnership with concerned citizens. The second characteristic is that police officers are visible and accessible component of the community and work with youths and other community members top address delinquency problems. On the third characteristic, police officers patrol a limited number of jurisdictions on foot. The so-called foot patrol officers are believed to be more approachable and offer a comforting presence to citizens. The fourth and last characteristic that will be mentioned on this paper is that the community policing have decentralized operations, which allows officers to develop greater familiarity with the needs of various constituencies in the community and to adapt procedures to accommodate those needs.
