Until the end of World War I parole was administered by institutional officials, a pardon board or at times the governor. With a main focus on parole release was supervision, and presumably revocation, received less attention. All this changed in the period following World War I. However, after the late 1940’s independent parole boards separate from the correctional institutions and with statewide jurisdiction, were created. In addition, rehabilitation of the prisoner became the primary consideration in the parole release decision, and supervision was given a larger role in the parole process.

Parole occurs, when an offender serve part of their sentence under the supervision of their community. When a percentage of the offender sentence has been met, which varies from jurisdiction, parole may be granted if one or more of the following conditions has been met: the inmate has substantially observed the rules of the institution; release would not depreciate the seriousness of the offense or promote disrespect for the law; and release would not jeopardize the public welfare.

Is the protection of society because it helps former prisoners get established in the community and thus prevents many situations in which they might commit a new offense. Lastly, parole prevents long-term imprisonment of those who are least likely to commit further crime and who meet the criteria for parole.
