CCIB LPA McGaskey received referral #1643-7540-4222-9025489 from reporting party Monique Ayala, Community Care Licensing 1000 Corporate Center Drive, Suite #200 A, Monterey Park, CA 91754 (323) 695-9616. According to the reporting party (RP) former foster parents David Abney and Mark Abeyta placed locks and alarms on the doors of the foster children. The foster children Estela Anaya- Raygoza age 8 and Crystalbella Anaya-Raygoza age 7 displayed frequent destructive behaviors such as exposing themselves. In addition foster child Crystalbella was identified as having severe tantrums which prompted the locks and alarms. The RP stated it was recommended by the children's therapist along with the children's social worker that the door locks and alarms

Question 1: a) Donna Gamble is an Aboriginal woman who lives in her hometown of Saskatoon, Saskatchewan. She is a former ward of the state and has spent a significant part of her youth inside juvenile correction centres. At a young age she started using drugs and alcohol as a form of escape and resorted to prostitution as a means of sustaining her habits. Donna has six children, all with the exception of the youngest two who were placed in the custody of child services. Donna has quit working as a prostitute and is currently on the road to recovery from years of addiction and abuse.

On October 13th I was fortunate enough to be able to interview Sandi Lopez. Lopez is from Grand Island, Nebraska and has also lived in Kansas for a few years. At first she was not quite sure on what to do with her career pathway. She wanted a job where she could be able to help others and her community. Lopez says that having many of her friends being police officers is what got her more into law enforcement. She says hanging out around her friends telling her stories about being officers made her really want to be a part of the law enforcement department. However, she says it was a very hard decision to make knowing the fact that she would have to work long hours and being with her family was very important to her. In the end, she decided
Ashley Davis is a 14 year-old, brown-skinned, African-American, masculine presenting female. Ashley’s mother reports that patient is defiant, especially toward her and other authority figures. Mother reports that Ashley’s behavior disrupts the family, her ability to achieve in school and has landed her in legal trouble. Mother reports that the Ashley began to exhibit sexually promiscuous behavior starting as early as 9 years old. Her reason for referral and placement on the unit was due to Ashley’s mother, finding her and her twin brother naked together in a sexualized position, all while trying to record this interaction. When the mother questioned both Ashley and her brother, it seemed as though the Ashley was the aggressor.
I will be evaluating the case of Angela and Adam. Angela is a white 17 year old female and Adam is her son who is 11 months old (Broderick, P., & Blewitt, P., 2015). According to Broderick, P., & Blewitt, P., (2015) Angela and her baby live with her mother, Sarah, in a small rental house in a semirural community in the Midwest. Adam’s father, Wayne, is estranged from the family due to Sarah refusing to allow him in the house however, Angela continues to see him without her mother’s permission which is very upsetting for Sarah. Angela dropped out of high school and struggles raising her son (Broderick, P., & Blewitt, P., 2015). With all that is going on in Angela and Sarah’s life right now their relationship has become strained and hostile which
Belinda presents with poor mannerisms, does not make any eye-contact and will not talk during the assessment unless it is to defend herself or deny her actions and also make bizarre accusations against her parents. CAPTA focuses on the issue of child abuse and neglect within the U.S. CAPTA was one of the first major federal policies put into effect to address the issue of child abuse and neglect in the U.S. Prior to the development of this act, information is very limited on how child abuse really affected the children in the U.S. Within the first year of CAPTA 60,000 reports of child abuse and neglect were made and within a few years, these numbers had made a large jump to over a million reports in 1980. In 1990, 2 million reports were made, and in 2000, reports were somewhere around 3 million (CAPTA Reauthorization, 2016). In 2005 alone out of every 1000 children 12 children from birth to 18 had experienced some abuse and neglect. The 2005 report stated that 62.8 percent were cases of neglect, 16.6 percent were cases of physical abuse, 9.3 percent were cases of sexual abuse, 7.1 percent were cases of emotional, 2 percent were cases of medical neglect or abuse, and 14.3 percent were other situations of neglect or abuse. Overall that year 1,460 deaths were reported from child abuse and neglect (Goldman & Salus, 2003). Isaiah Sais and Shawna Adams both admit that they had been verbally and physically abused; Shawna was even sexually abused. NBC Universal conducted an investigation and fount that there were more than 127 recorded abuse cases in the state of Florida within a two-month period. There are also several children that spoke to reporters about the abuse they were exposed to. Stephanie says that her mother signed her into foster care because Stephanie and the mother’s boyfriend were always fighting. The Calizaire sisters told about two instances they were abused. Sophia Calizaire, referring to her foster mother, said, “She took a belt, she started beating me with the belt, picked up a hanger, she started beating me with the hanger, picked up a heel, and started beating me with the heel.” She also says that one foster parent made the children eat dog food. Sophia tells about one incident with that foster mother and says, “She told me to eat in front of my sister while she watched and my sister was hungry.” That same foster mother also punished her by holding her head underwater until she almost drowned. Apparently, harsh punishments are quite common. Alexandria Hill was also punished for “misbehaving”. She was found in a corner of a dark room, and was not allowed to speak to anyone. She was being punished for waking up earlier than her foster mother and getting food and water from the kitchen. Not only are the parents abusive, but the other children can be extremely abusive as well. Princess Calizaire says that she once stayed in a foster home where one of the boys used to try to rape her every night before she would go to sleep, which actually made her terrified to go to sleep at night. Mez Pierre was also abused by other kids in one of his foster homes. Mez says, “I was a little kid, they knew they could take advantage of me and I couldn’t fight back. But I did tell, I did tell
Twenty-five percent of all participating adolescents experienced physical abuse, which is a nearly three-fold increase in risk compared to the general population. Prevalence rates in residential care, especially in secure care, were significantly higher than in foster care” (Euser, Alink, Tharner, Van IJzendoorn, Bakersman-Kranenburg, 2013). Children who are abused often act out in other forums. These are the children that become the bullies, or begin stealing from stores. They also have a decrease in grades. It is sometimes difficult for children who are abused before entering foster care, to find a home placement due to their background. Many foster families do not want to take a chance with an abused child who may begin to act out, especially with older children. Abused children many times, turn to drugs and alcohol. Rosa Lee Cunningham is a 52-year old African American female. She is 5-foot-1-inch, 145 pounds. Rosa Lee is married however, is living separately from her husband. She has eight adult children, Bobby, Richard, Ronnie, Donna (Patty), Alvin, Eric, Donald (Ducky) and one child who name she did not disclose. She bore her eldest child at age fourteen and six different men fathered her children. At Rosa Lee’s recent hospital admission to Howard University Hospital emergency room blood test revealed she is still using heroin. Though Rosa Lee recently enrolled in a drug-treatment program it does not appear that she has any intention on ending her drug usage. When asked why she no longer uses heroin she stated she doesn’t always have the resources to support her addiction. Rosa Lee is unemployed and receiving very little in government assistance.
