Child abuse is a social problem in America that has many contributed factors. Factors that contribute to child abuse and neglect includes poverty, divorce, substance use, lack of education, stress due to unemployment, mental health issues, teenage parent, and a history of child abuse in the family. It took decades for physicians to conclude that parents have been violently assaulting their children. Child abuse, child labor, juvenile delinquency, and similar social questions historically were ethical and moral problems, not strictly medical ones. (Helfer, Kempe, & Krugman, 1997). In 1962, the Journal of American Medical Association published “The Battered-Child Syndrome.” The article transformed society’s views and dates the rediscovery of child abuse as a social problem. Following this article, the U.S. Children’s Bureau adopted the first laws mandating physicians to report any suspicions of abuse and neglect to the police or child welfare. By 1974, some 60,000 cases were reported. In 1980, the number exceeded one million (Myers J. E., 2004).
In response to this social issue, the first federal child welfare policy Child Abuse Prevention and Treatment Act (CAPTA) was signed into law by President Nixon in 1974. According to the United Nations Declaration on the Rights of the Child article 19, “all appropriate legislative, administrative, social and educational measure to protect the child from all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse, while in the care of parent(s), legal guardian(s) or any other person who has the care of the child” (Detrick, 1999). This focus is mainly on sexually abuse, fatalities related to child abuse and neglect and children with disabilities who have been maltreated. This also has to meet state requirements in order to receive CAPTA state grants.
Funding is awarded to support ongoing research programs to identify, prevent and treat child abuse and neglect and to collect and distribute data. Projects that are currently funded are Child Welfare Information Gateway website, the National Resource Center for Child Protective Services, National Quality Improvement Center on Differential Response, annual publication of Child Maltreatment and the initiative on Supporting Evidence-Based Home Visitation to Prevent Child Maltreatment.

CAPTA focuses on the issue of child abuse and neglect within the U.S. CAPTA was one of the first major federal policies put into effect to address the issue of child abuse and neglect in the U.S. Prior to the development of this act, information is very limited on how child abuse really affected the children in the U.S. Within the first year of CAPTA 60,000 reports of child abuse and neglect were made and within a few years, these numbers had made a large jump to over a million reports in 1980. In 1990, 2 million reports were made, and in 2000, reports were somewhere around 3 million (CAPTA Reauthorization, 2016). In 2005 alone out of every 1000 children 12 children from birth to 18 had experienced some abuse and neglect. The 2005 report stated that 62.8 percent were cases of neglect, 16.6 percent were cases of physical abuse, 9.3 percent were cases of sexual abuse, 7.1 percent were cases of emotional, 2 percent were cases of medical neglect or abuse, and 14.3 percent were other situations of neglect or abuse. Overall that year 1,460 deaths were reported from child abuse and neglect (Goldman & Salus, 2003). In 1974, the United States Congress passed an act that would provide the necessary laws and regulations that would protect those who have become victims of child abuse and neglect. According to this policy was meant to: “provide financial assistance for a demonstration program for the prevention, identification, and treatment of child abuse and neglect” (CAPTA of 1974 P.L. 93-247). This law became known as Child Abuse Prevention and Treatment Act. The Child Abuse Prevention and Treatment Act was first amended in 1974 and became known as CAPTA. However, over the years CAPTA has been amended several times. When CAPTA was amended on June 25, 2003 it became part of the Keeping Children and Families Safe Act of 2003. In American society today we fail to address several issues that need to be addressed. Unfortunately, child abuse is one of the major issues that our country is plagued with, yet we neglect to bring this to the attention of the entire nation. It is often over looked because everyone has a different view of what exactly defines child abuse. The International Child Abuse Network (ICAN) uses four basis categories to docunment the child abuse cases. They are: emotional abuse, neglect, physical abuse, and sexual abuse. I will be describing the first three.
Child abuse in general is quite complex and at the same time one of the most challenging social issue facing people all around the USA. Child abuse cases have been recorded in all the states of the USA. The cases occur in all areas be it cities, small towns, suburbs, and even in rural areas. The vice also happens in all types of families regardless of the ethnic origin of the family or the even family income (UNICEF, 2015). It is thus important that effort is put into reducing cases of child abuse.
Child abuse in the United States is a growing epidemic. Every year the number of reported cases, and missing children go up. This is caused mostly by lack of education about the different types of child abuse, and the signs that go along with it. Communities need to provide more resources to better educate the public about the types of abuse, and the signs that go along with it. Child abuse and neglect can be lessened by more resources, more education and to reach out to others.
Child Protective Services For 30 years, advocates, program administrators, and politicians have joined forces to encourage even more reports of suspected child abuse and neglect. Their efforts have been successful, with about three million cases of suspected child abuse having been reported in 1993. Large numbers of endangered children still go unreported, but a serious problem has developed: Upon investigation, as many as 65 percent of the reports now being made are determined to be "unsubstantiated", raising serious civil liberties concerns and placing a huge burden on investigative staff. Unreported Cases Most experts agree that reports have increased over the past 30 years because professionals have become more likely to report apparently abusive and neglectful situations. But the question remains: How many more cases still go unreported?
Since the case of Mary Ellen Wilson in 1874, child abuse has seen it’s share of light in published news. It is disheartening to read countless stories of future generations being harmed to the extent of psychological damage or even death. Child abuse as a whole has been addressed multiple times in various news blogs, however, nothing has been done to work towards abolishing it at a larger level. The future of America is in jeopardy based on the level of abuse that children endure. Childhelp states that approximately 5 children die every day at the hands of child abuse. America struggles to find equality, and by bystanding the stripping of its youth, continual prolonging is inevitable. Raising this nation’s children in means of nurturing and care is the first step to uplifting America as a whole. In 2012 alone, 1593 of America’s children died at the hands of child abuse, 70.3% of which were younger than the age of three (Safe Horizon). In order to prevent further child abuse, the American government should address stricter child protection laws, psychological stability, and an increase the recognition of those that have released their stories.
All the benefits provided by CAPTA are important, but one highly important benefit CAPTA provides for infants and children is that all allegations of child abuse and neglect must be investigated to ensure the well-being and safety of every infant and child. After allegations of child abuse and neglect are reported an investigation is the next step in protecting every child. Another benefit of CAPTA for infants and children is that if the heart wrenching experience of child abuse or neglect occur the state CPS systems and private organizations are trained and prepared to provide treatment for the child. In a like manner, CAPTA provides benefits for women and families by providing support and services that address domestic violence. CAPTA also promotes family involvement in all aspects of a CPS case involving child abuse and neglect. The states benefit by the foundation that CAPTA sets regarding the functioning of CPS systems and in a financial aspect. CAPTA provides funding to “Support child abuse and prevention activities by funding discretionary grants to states and/or public or private agencies or organizations” (California Department of Child Services, 2011). Everyone benefits when CPS systems according to CAPTA policies, “The act’s sponsors meant to feature three important themes of CPS reform in these amendments, including encouraging the involvement of family members in a child welfare agency’s decisions process; promoting and enhancing COS collaboration with domestic violence services and substance abuse treatment programs, and increasing the use of differential response by states through the use of noninvestigative/nonaccusatory approach to responding to reports of child maltreatment” (American Bar Association,
Each year approximately 4.8 million acts of physical or sexual aggression are perpetrated against women while 2.9 million physically aggressive acts are perpetrated against men within the United States (Edleson, Ellerton, Seagren, Kirchberg, Schmidt & Ambrose, 2007). Many of these incidents take place in the presences of children, which make these figures even more disturbing (Evans, Davies & DiLillo, 2008). Research indicates that 40.2% of United States battered women responding in national surveys state that their children have witnessed one or more abusive events (Edleson et al., 2007). Overall 66% of research samples regarding childhood exposure to domestic violence reported to having direct exposure to the abuse (Barnett, Miller-Perrin & Perrin, 2011).

Child maltreatment is a widespread issue that affects thousands of children every year. There are four common types of child maltreatment; sexual abuse, physical abuse, emotional abuse and neglect. All of these types of abuse are very serious and can have many consequences for the children and families. The most common consequence of severe child maltreatment is the removal of that child from their home (Benbenishty, Segev, Surkis, and Elias, 2002). Most social workers trying to determine the likelihood of removal evaluate the type and severity of abuse, as well as the child’s relationship with their parents (Benbenishty et al., 2002). When children are removed from their homes there are many options of alternative housing. The places they are allowed to live are a relative’s home, foster home, or a group home. In a study of children removed from their homes, 68% went to a foster home rather than a relative or another form of alternative housing (Faller, 1991). Reunification with a parent is the most common goal that is set forth by Child Protective Services even though recurrent abuse is likely to happen based upon the prior type of abuse and the age of the child (Connell et al., 2009). Child maltreatment is becoming a prevalent problem that has numerous consequences for both the child and family.
When the topic of abuse comes up, many different forms of abuse pop into individuals heads. Whether its Physical abuse, sexual abuse, verbal abuse or even drug abuse, the list just keeps going. Now take all those different forms abuse and imagine them happening in a family. A father physically abusing his children, a mother verbally berating her daughter about her body image, a child growing up in fear.
