Brown Rice Cabbage Rolls

1 head green cabbage
1 pound lean ground beef
1 sweet onion, chopped, divided
3 teaspoons minced garlic, divided
½ cup brown rice
1 large egg
Pinch sea salt
Pinch freshly ground black pepper
2 teaspoons olive oil
4 tomatoes, chopped
