According to Wonders (2009), understanding that difference is socially constructed is a critical first in ensuring justice in a democratic society (p.14). In today’s American society, where high profile cases of unarmed black males dying at the hands of the police permeate the media, this critical first step is more important than ever. Recent events across the country have highlighted the lack of diversity in police departments and other law enforcement agencies. Diversity has been described as the understanding that people are all not alike and regardless of race, color, creed, or culture, they should all be treated with respect and dignity (“Leadership And Diversity”, 2013). It is promoted in many workplaces including those within the criminal justice system increasing sensitivity and awareness to produce a better quality of work. Leadership has different meanings to different people but essentially it refers to guiding others to do what needs to be done. According to Dubrin (2013), the ability to effectively lead others is a rare quality that gets rarer at the highest levels of organizations because such complex positions require a vast array of leadership skills (p. 3). In many nation states, it is noticed that there is a disproportionate number of black people especially those youngsters going through the criminal justice system. The overrepresentation is illustrated by related data released by the U.S. Department of Justice and the House of Commons Home Affairs Committee. In America, almost 3500 per 100,000 residents of the black male were sent to jail in 2013 which was over seven times more than the ratio their white counterpart had and in England and Wales, 8.5% of young black people aged between 10-17 were arrested during the same period .This essay aims to explore the reasons behind the ethnic overrepresentation in the criminal justice system and believes that the higher rate of offending for some race groups and the existence of systematic racist which partially stems from the contemporary media distortion are attributive to the overrepresentation.
According to Dr. Carl S. Taylor, the relationship between minority groups and police in the United States has historically been strained. Some cities have a deep and bitter history of bias and prejudice interwoven in their past relationships. Many people claim that racism no longer exists; however, the minorities’ struggle with injustice is ubiquitous. Since there is a mass incarceration of African Americans, it is believed that African Americans are the cause of the severe increase of crimes. This belief has been sent out implicitly by the ruling class through the media. The media send out coded messages that are framed in abstract neutral language that play on white resentment that targets minorities. Disproportionate arrest is the result of racial disparities in the criminal justice system rather than disproportion in offenders. The disparities in the sentencing procedure are ascribed to racial discrimination. Because police officers are also biased, people of color are more likely to be investigated than whites. Police officers practice racial profiling to arrest African Americans under situations when they would not arrest white suspects, and they are more likely to stop African Americans and see them as suspicious (Alexander 150-176). In 2014, the death of Eric Garner in New York City raised controversial conversations and highlighted the issues of race, crime, and policing in neighborhoods that tend to be poor and racially isolated. Garner, an unarmed black man, was killed after being tackled and held in a “chokehold.” According to the AP Polls in December 2014, “Police killings of unarmed blacks were the most important news stories of 2014.” The problem is that young black men are targeted by police officers in which they have responded with the misuse of force and policy brutality. It is evident that this issue affects many people nationwide. The civilians do not trust the police department and the justice system because they hold the perceptions that police officers are immune from prosecution despite their actions. This paper will show four different police departments that are currently hiring or recruiting for police officers. There will be a summary on the research found on the process used to recruit police officers. It will also show their current hiring trends and what hiring practices they have that are successful or not successful. The first step is to weed out the ones who just are not right to be a officer. The next step is to find the ones who fit the needs of the department. Medical and psychiatric testing, personal interview, and background information is used when identifying if a person is a good fit. There is research that has identified five personality characteristics that allows a police officer to excel in his or her job: extrovert, emotional stability, agreeable, conscientious, and open to experience. People also need to be aware of working in a high crime area. Even if the person has all five traits, but can’t handle the stress they may need to find another profession. There may be times new hires come from another department, but before hiring they need to talk to the previous employer. There may be certain reasons that the officer for hire is wanting to move to a different department. They could have been disciplined or terminated if they had not agreed to resign. This is not okay for the officers are not taking the consequences for their behavior.
All organizations, especially law enforcement agencies, require leadership. Maintaining a dependable leadership structure is key to the success of any organization. The philosophy of the modern style of police leadership involves a leader who is strong, competitive and unreceptive to change.
