1. The Civil Rights Act of 1964 passed with title VI in it, which required there to be no discrimination in federal assisted programs. The Civil Rights Committee issued a memorandum stating that; school districts with more than 5% national origin minority group children, must open up instructional programs to count for the deficiency of children who couldn 't speak English and so the staff was able to communicate with parents. If schools did not follow this, they could be jeopardize to lose their federal funding by discriminating against others. The goal was to stop discrimination against children who couldn 't speak English and help them learn English. 2. The Bilingual Education Act of 1968 let schools have instruction in language other than Equal Employment Opportunity Commission-English Only Rules in the Workplace of 1980 argued against discrimination based on national origin. The commission examined the concerns of people within the jurisdiction of having been denied equal employment opportunities for reasons grounded on their national origin. An example of this was the use of test in the English language where individuals came from circumstances where english was not their primary language and where english skills is not to be a requirement. The goal of this commission to defend people who were being denied employment based on the English only Proposition 227 passed in 1986, its goal was to eliminate bilingual education in California. Prop 227 is the product of the English only movement. Many people were confused by the change because the supporters made it look like bilingual teaching was not working, although the test scores showed differently. It passed because of the money, the person who started it spent over $700,000, those against it didn 't have the money to defend bilingual education. Those who did bring it up to the courts were immediately turned down, where the state can dictate what language to teach. This brought long term effects we still see today, kids have to take English language Development classes to be declared English
