The accessibility to a lifetime of social welfare programs is a major contributory factor to increment in incarceration rates we face today. Welfare either enables or deters individuals in several ways and thus contributes to crime. Single parents with dependent children are more susceptible criminal activity. June O'Neill argues that children raised in single parent homes are 33 percent more likely to exhibit antisocial behavior.
I would agree that the welfare system is a “broken system”, but I wouldn’t necessarily say that the welfare system needs to be “wiped out” before it can be improved. The welfare system is a large system and within that large system there are parts of the system that works well and there are parts that need additions and changes made to be more effective system with assisting individuals to become self-sufficient. Additionally, the welfare system needs to undergo change to become a more efficient system.
The poor are everywhere it seems. They are on the street corner, in the local 7 Eleven, and in the plaza. Sometimes I get sick of them and even angry with them when they pester me for money. I ask myself, "Is the best way to deal with poor, to give them money from my pocket?" It's obvious that other people have given them money from their pockets at different times. If no one had ever given them money, then these people wouldn't be standing here asking for money. The fact is, many poor people ask for money because they know they can get money that way. For most of the last 70 years our government has indirectly given the poor money from our pockets, through taxes and welfare. Not surprisingly, people have continued to ask for money. For most of those 70 years welfare fed the mentality that the best way to get money was to ask. I believe welfare as it was first started, failed miserably and created millions of dependents in poverty instead of independents above poverty. The welfare reform of 1996, I believe has helped the poor escape from the trap of poverty and is a more beneficial way of dealing with the poor.
The welfare system has helped families over time sometimes for their entire lives. Welfare is a social support system that helps families. It is provided by the government. Funding for the welfare system comes from general government revenue. The welfare system was originally call the aid to dependent children and this was created in the great depression. The AFDC was created to decrease the poverty during this time in American history. Overtime the welfare system has evolved. Although welfare provides assistance to some families, some people take advantage of the system by living off of unemployment and this can cause unfair expenses for taxpayers.

The challenges of children who grow up with parents whom were incarcerated at some point in their childhood can have a major effect on their life. The incarceration of parents can at times begin to affect the child even at birth. Now with prison nurseries the impregnated mother can keep her baby during her time in jail. With the loss of their parent the child can begin to develop behavioral problems with being obedient, temper tantrums, and the loss of simple social skills. Never learning to live in a society they are deprived of a normal social life. “The enormous increase incarceration led to a parallel, but far less documented, increase in the proportion of children who grew up with a parent incarcerated during their childhood” (Johnson 2007). This means the consequences of the children of the incarcerated parents receive no attention from the media, or academic research. The academic research done in this paper is to strengthen the research already worked by many other people. The impact of the parent’s incarceration on these children can at times be both positive and negative. The incarceration of a parent can be the upshot to the change of child’s everyday life, behavioral problems, and depriving them a normal social life.
Welfare contributes to crime in several ways. First, children from single-parent families are more likely to become involved in criminal activity. According to one study, children raised in single-parent families are one-third more likely to exhibit anti-social behavior.(3) Moreover, O'Neill found that, holding other variables constant, black children from single- parent households are twice as likely to commit crimes as black children from a family where the father is present. Nearly 70 percent of juveniles in state reform institutions come from fatherless homes, as do 43 percent of prison inmates.(4) Research indicates a direct correlation between crime rates and the number of single-parent families in a neighborhood.(5)

However, after completing this course, an Introduction to Social Welfare, I can confidently assert that a country’s or a state’s social welfare system is far more intricate than this simplified definition. A social welfare system is composed of many interconnected macro, mezzo and micro levels. Each of these levels has an impact on their respective communities, governments and nation. After taking a closer look into our social welfare system, I’ve been humbled to find a group of professionals that are dedicated to service, social justice, dignity and worth of the person, the importance of human relationships, integrity and competence which holds true to the National Association of Social Workers (NASW) Code of Ethics. These ethical views and values have only further empowered me to continue perusing my master’s degree in social work.
