The idea of a student committee to prevent all forms of sexual assault is a very challenging thing to accomplish. There will always be sexual abusers and people who intentionally hurt others, so the best way to implement this is to create a prevention program which can educate the students about the consequences and effects of sexual assault as well as a support program where victims can be heard and understood. (I realize this is not what the questions is asking exactly, but in my opinion, it is the best way to handle these types of solutions). Because prevention only goes so far, people who are actually abused can find solutions with others in a support group type of environment. Some people joke about it while for others, it is a very taboo subject that is rarely mentioned. To reform the student attitude towards sexual assault, our committee would show the students that sexual assault is a real issue that is common in high school. This can be done by inviting victims of sexual assault to talk to classes so everyone has a deep understanding of what sexual assault really is.
What I imagine the relationship between students, parents, teachers and local law enforcement is that students (I assume this question is talking about students in the scope of sexual assault) should be supported and be listened by parents, teachers, and local law enforcement if they become a victim. Also I feel that it is the parents and teachers' jobs to educated students about sex and sexual assault. If the issue becomes a legal problem, I believe that it is the local law enforcement's job to protect the victim and investigate the case of sexual assault. Students should never feel ashamed to rely on others in the case of sexual assault, so parents, teachers, and local law enforcement should be open and understanding to each and every
