The rise of criminal gangs in the United States of America has caused a great concern from the authorities and the parents. Criminal gangs have continued to flourish even under the strict federal law (Craig, Vitaro, Gagnon & Tremblay, 2002). This has been uncontrolled especially in areas where there is a mixture of minority groups in the States. This rise has coincided with continued concerns for the increase of juvenile crimes, with many youths joining gangs as well. According to the reports by the National Youth Gang Survey (NYGS), the period that the youths joined these illegal groups peaked in the mid-1990s (Craig, Vitaro, Gagnon & Tremblay, 2002). However, in the period between the years 2002 and 2008, there was an overall increase in gang activity by 15%. There was also an increase of gang activity across all sectors of the US population. The same trend of lawlessness is depicted in students in different schools. For instance, in the late 1990s, a survey was conducted to investigate the presence of gangs in schools (Schram & Gaines, 2008). 28% of the national sample of schools carried indicated that there was a gang member in school, although this trend began to decline up to a period that ended in 2000. Communities must strengthen families and schools, improve community supervision, train teachers and parents to manage disruptive youth and teach students interpersonal skills. Research has it that youths between the ages of 12 and 17 are ones that have the most significant danger of being recruited into gang groups. Further, many gangs target youth’s who are stressed and depressed because they have the zeal and anxiety to prove many they are somebody in the society. Therefore, parents, teachers, and counselors must play a big part in the community to ensure that they curb the menace

Regarding gang-related homicides, it is for difficult data collection industries to gather correct information because after a murder is committed it must be determined whether the murder is gang-related or not. But despite that, reports of gang-related murders are concentrated mostly in the large cities in the United States of America. Including San Jose, where there are long standing and persistent gang problems, which mean there are a larger number of documented gang members. There are literally thousands of anti-gang advocacy groups because there are so many concerned parents. These groups support politicians who are working to try to create legislation to reduce the gang problem in the United States of America. There are a number of theories on how to combat the gang problem, but a strategy which rarely fails is to take small steps in progress and continue to move forward.. There will never be a perfect solution that solves every aspect of a problem. But one policy that covers a wide range of issues involving gangs is the United States Constitutional bill S.132, “Gang Abatement and Prevention Act of 2009.” It is the most extensive and sophisticated piece of gang legislation to appear in the last decade, it has many objectives on increasing and enhancing law enforcement resources committed to the investigation and prosecution of violent gangs. It has had more supporters from both parties than any anti-gang bill in the last decade. S.132, “The Gang Abatement and Prevention Act of 2009” has the potential to deter and punish violent gang crime, to protect law-abiding citizens and communities from violent criminals, to revise and enhance criminal penalties for violent crimes, to expand and improve gang prevention programs; it will give jobs back to police officers such as those in San Jose who lost their jobs and will help law enforcement indentify gang crimes to be able to put murderers behind bars faster.
