This paper will seek to explore the various models and frameworks used by organisations to evaluate the expressions of interest they receive, after they have gone to the market with requests for proposals. In doing this we will both explain and define the required steps and necessary procedures needed in order to arrive at a balanced and professional decision. There are many schools of thought and all of them have common themes, we will not be able to explore all of them due to the constraints of word count but we will seek to provide a variety of options and how they share many common traits. In order to determine this it might be advisable to undertake a site visit and seek to gain a better understanding of the suppliers business in order to determine viability moving forward. The other key point to consider here is the technically capacity of the intended supplier, meaning are they in a position to supply goods and services without resorting to a reduction in the quality of the product. The above should be used to arrive at a short list of possible options and at this point the focus shifts to the financial performance of the applicants in order to determine the most viable option (Solish 2012).
