Maritime safety is where the concern on the protection any human being, live stocks, property through the enforcement of the rules and regulation, management and the technology advancement of all types of waterborne transportation. According to United States Coast Guard (n.d), the responsibility of all the government is to protect all the life or safety of their people, so in the maritime field, this responsibility had naturally fall on the Coast guard. For 65% of most of the cases, human failure is in responsible, while 50% is because of technical sailing, the 35% for most of the time is because of poor weather condition and 20% is because of questioning in the deficiencies on the ship or in the cargo. According to U.Acar, (n.d), most of the seafarers do not have a proper knowledge or training on the maritime safety, and also they do not comply with the latest standards and also regulation. Therefore, there is one project which is known as International Regulations for Preventing Collisions at Sea 1972 (Colregs) which establish a standards or regulation that are required to be followed by the deck or navigation officers on sea. Next, is by reinforcement of the Safety of Life At Sea (SOLAS) convention. The SOLAS convention is an international maritime safety rules and regulation. It ensures that all the ship flags have follow the minimum standards of safety in construction, machinery and also management. This SOLAS convention also had become the consecutive form that have followed by all the international merchant ship. In 1914 the first version had been adopted after the incident of Titanic disaster.
