Introduction
In Canada, about 4.2 million people with disabilities are in the labour force (Persons). It is no secret that there is a significant discrepancy between the unemployment rate for the disabled and abled people. People with disabilities has been facing reduced wage and benefit at workplace as well (Galarneau 5). In fact, the society has been paying constant awareness to the intention of eliminating such discrimination acts. For instance, Canadian government and some public agencies provide certain types of work assistance that aim to help their clients to secure employment and retain the employment in the future as well. Not to mention the anti-discrimination law practice as well. However, there is lack of understanding why this discrepancy is so significant exists in every province (Statistics Canada). The point of interest of this research is to discuss some of the barriers that are creating such discrepancy of the unemployment rate. I am going to focus on the mechanism of how unemployment is enlarged when these barriers are placed, or not removed, thus to test the hypothesis – the discrepancy of the unemployment rate is related to the failure of removing social barriers. The findings of this research will give reflection of our current policies and assistance. Also rehabilitation can refine the existing methodology in terms of helping disabled people to retain long-term work since it is an essential part of the process.
Method

The movement continues to make great strides towards the empowerment and self determination ("Disability rights movement," 2005, p. 3). On the other hand, it has not completely broken down barriers that continue to create the dynamics of oppression among such individuals. For instance, WIOA can be harmful to individuals with disabilities because there are still societal prejudices and biases associated with the stereotypical portrayal of people with disabilities and WIOA has played a role in it. For example, WIOA networks with employers to hire individual’s with disabilities and place them in conventional settings, where they work with others who have disabilities, for example, Walgreen’s and in fact, these participating organizations have also increased their pay. In my opinion, individual’s with disabilities should be able to work with individuals who are not disabled, as well. Furthermore, pay for those individuals who are still considered to be in “sheltered” work programs have not received an increase in pay. Additionally, according to my studies, in 2012, less than 30 percent of Florida’s civilians with disabilities between age 18-64 living in the community were employed. There is a greater priority focused on young people who are disabled. Approximately twenty years ago there weren’t many improvements made to assist disabled people in the workforce. Ableism was recognized but not much was done. But that has changed significantly. People are much more aware of it and are trying to fix the mistakes of the past to create a better future. One major effect ableism has is that Canadians with disabilities are very likely to live in poverty.
I believe the Americans With Disabilities Act is the most important precedent set in the struggle against all discrimination for persons with disability. In this paper I will give a brief description of the statutes set by the Americans With Disabilities Act, pertaining to disabilities in the workplace. I will then discuss what employers are required to do according to the A.D.A. and some of the regulations they must abide by. The next section of this paper will discuss the actual training of employees with disabilities with a highlight on training programs for workers with mobility and motion disabilities. The following section of this paper will discuss the economic effects of a vocational rehabilitation program. Finally this paper will conclude with a brief discussion of what the measures set by the Americans With Disabilities Act means to the actual workers and people it benefits.

The Americans with Disabilities Act (ADA) is one of the most significant laws in American History. Before the ADA was passed, employers were able to deny employment to a disabled worker, simply because he or she was disabled. With no other reason other than the person's physical disability, they were turned away or released from a job. The ADA gives civil rights protections to individuals with disabilities similar to those provided to individuals on the basis of race, color, sex, national origin, age, and religion. The act guarantees equal opportunity for individuals with disabilities in public accommodations, employment, transportation, State and local government services, and telecommunications. The ADA not only opened the door for millions of Americans to get back into the workplace, it paved the road for new facilities in the workplace, new training programs, and created jobs designed for a disabled society (Frierson, 1990). This paper will discuss disabilities covered by the ADA, reasonable accommodations employers must take to accommodate individuals with disabilities, and the actions employers can take when considering applicants who have disabilities.
In September 1973, President Richard M. Nixon signed into law HR 8070, sponsored by Rep. John Brandemas (D-IN). From a legal perspective, this represented a profound and historic shift in America’s disability policy. With the passage of Section 504 of HR 8070 (named The Rehabilitation Act of 1973), which banned discrimination on the basis of disability, this marked the first time people with disabilities were viewed as a group - a minority group. This Section also provided opportunities for children and adults with disabilities in education and employment and allowed for reasonable accommodations such as special study areas and assistance as needed for students with disabilities.
It prohibits discrimination on the basis of real or perceived physical or mental disabilities. Many observers have termed it as the most important legislation against discrimination after the Civil Rights Act of 1964. In fact, this legislation is seen as the outcome of that historic legislation. However, its impact and implications has proven to be more controversial than the highly regarded Civil Rights Act. Businessmen and private firms in particular have been against this legislation for the very start because they believe that it brings in unnecessary burden upon the firms. It is not financially feasible for them to hire individuals with disabilities and they see problems with prohibition of questions like ‘what can you bring to this organization?’ In fact, there have been some studies that concluded that this Act has led to higher unemployment rates among people with disabilities. For example, in 2001, a Current Employment Survey found a sharp drop in the employment of disabled workers. Physical barriers can happen in many places from offices to health care organisation, this can affect people who may have a disability and may need to use ramps, may need wide doors or may even need lifts in certain areas for example in schools they would need to have wide doors, ramps and lifts. But this can also be a barrier if the building were built from a long time ago but it can be overcome is in school they rearrange the time table and have the lesson in a different area of the school building where the wheelchair can access.

According to the World Health Organisation (2011), there are more than 1 billion people with disabilities in the world, with this number rising. Many of these people will be excluded from the regular situations we, ‘the ordinary’, experience in everyday life. One of these experiences is our right to education. Article 42 of the Irish Constitution states that the state shall provide for free primary education until the age of 18, but is this the right to the right education? Why should being born with a disability, something which is completely out of your control, automatically limit your chances of success and cut you off from the rest of society due to being deemed ‘weaker’ by people who have probably never met you? With approximately 15% of the world’s population having disabilities, how come society is unable to fully accept people with disabilities? In order to break this notion, we must begin with inclusion.
Living my life with a brother with disabilities has never been easy. It has been difficult throughout my life watching him grow up and encounter more and more struggles in life because of his disabilities. Our biggest question throughout the years, though, has been what our plan will be for him later in life. How will he live his life as an adult? Will he work? Where will he live? Will he have friends? How happy can he be? People with children with disabilities have to explain, “How do people with disabilities really fit into American society”? It’s not just families discussing this question; experts as well are debating this unknown by looking at the same questions I mentioned before. Looking at where disabled people are living, whether they are working, and the relationships they have with other people are ways to understand how disabled people fit into American society. This topic should not only matter to people close to disabled people, but to everyone. In some way, every one of us is affected by this topic; we want everyone in our family to lead “successful” lives (have a job/have somewhere to live). The same goes for families with people with disabilities.
It doesn’t matter what you look like on the outside, it’s what’s on the inside that counts, but our society today lacks to understand that. In today’s time different is not accepted, people that are different are discriminated, looked down upon and usually picked on. People with disabilities are seen as different creatures by most people, the disabled don’t choose to be the way they are, but still our society alienates them. There are different types of disabilities, some type of disabilities are; mental disability, physical disability, learning disability and socializing disability. These disabilities are seen as weakness in our society that hence contribute to the stereotype that leads to the discrimination against the disabled.
People with disabilities often face societal barriers and disability evokes negative perceptions and discrimination in society. As a result of the stigma associated with disability, persons with disabilities are generally excluded from education, employment, and community life, which deprives them of opportunities essential to their social development, health and well-being (Stefan). It is such barriers and discrimination that actually set people apart from society, in many cases making them a burden to the community. The ideas and concepts of equality and full participation for persons with disabilities have been developed very far on paper, but not in reality (Wallace). The government can make numerous laws against discrimination, but this does not change the way that people with disabilities are judged in society.
