The groups involved in the conflict in Darfur are the Sudanese government, Janjaweed, Sudanese Liberation Army (SLA) and the Justices and Equality Movement (JEM). There are many factors resulting in the conflict in Darfur and reasons for each groups involvement, including economic, ethnic, environmental and religious factors. However, one of the significant causes would lie with the environmental degradation in Darfur. The SLA and JEM are rebel groups that represent the Black Africans in Darfur and are considered to be guerrilla groups – using military tactics that allow them to be quite mobile such as the hit-and-run tactic. The UN initiated the peace agreement and served as witnesses to the signing along with representatives from other states. Despite this, both sides have failed to fully act on this agreement but even so, the conflict had lessened since 2006.
As a strategy for both parties to uphold their agreement, the UN was able to pass a resolution, United Nations Security Council Resolution 1706, in August 2006 for more than 22,500 peacekeepers to Darfur. However, it only slightly lessened the conflict, JEM and the Janjaweed did not sign it and the UN was not able to uphold the peace despite dispatching peacekeepers in Sudan. The UNSC has also managed to pass a resolution that give the ICC jurisdiction over the alleged crimes in Darfur. The most significant factor that decreased the effectiveness of the UN was the veto power of China and Russia. Their veto power protects Sudan from the UN placing economic sanctions on them and makes it very difficult for the UNSC to pass any resolutions relating to Sudan. As a result, the UN was able to as much as they could but it hasn’t been able to resolve the conflict, therefore they were quite effective with the challenges they faced.
The peacekeepers that have been deployed in Sudan have had minimal effect. The peacekeepers were supposed to maintain the peace in the 2006 peace agreement, however the conflict still ensures. There were also a limited number of peacekeepers allowed in Sudan are spread across a large region which reduces the effectiveness of the peacekeepers.
