Community Organizing and Policing

Introduction

"Community Development refers to efforts to mobilize people, who are directly affected by a community condition, into groups and organizations which enables them to take action on the social problems and issues that concerns them." (http://www.abacon.com/books/ab_020526834x.html) There are many reasons why residents in a community form teams; the desire to create and act upon a shared vision, develop community cohesion, and solve or reduce the impact of problems and issues. "As crime and violence increase in the communities, community organizing and community policing plan strategies to combat these problems." (http://www.communitypolicing.org/pubs.html)

"The city of Long Beach’s Department of Community Development and Police Department provide services and programs to residents and community organizations to maintain and promote quality neighborhoods and a strong economic base for the city and all its people." (http://www.ci.long-beach.ca.us/cd/index.htm) Community organizing within a diverse community like Long Beach, is a significant problem public management and employees constantly face daily. Public management will face positive and negative issues of cultural diversity within their context.

A common occurrence with patients dealing with Post-Traumatic Stress Disorder is a hesitancy or inability to discuss or express emotions and thoughts verbally. We as art therapist need to come up with a method to reawaken the positive emotions and address the symptoms of emotional freezing in patients with Post-Traumatic Stress Disorder. If not, these patients will suffer lifelong with damaged relations and innumerable ailments, both physical and mental. With that being noted, the method of associative art and its various forms will bridge the gap between the imprisoned emotions detained by those suffering Post-Traumatic Stress Disorder and the positive aspects of their life.

Peel worked in many areas of government during his career striving to pass legislation to reform child labor laws and other statutes to help protect working Londoners. However, he is recalled by many as the “Founder of Modern Policing” (Jones, 2004). During his time as British Home Secretary, Peel took on lowering London’s rising crime rate, in addition to reforming the criminal code of the time. The riot in which there was “one resulting death, fifty injuries, and righty arrests demonstrates all the chaos and rioting that the Chicano community was experiencing. For many years Chicanos were considered the silent or forgotten majority. “This situation was to change dramatically in the mid- and late-1960s as an independent movement developed in response to the specific oppression of the Chicano people, which had a dynamic and revolutionary logic of its own”. Throughout this time there was also much progress occurring for the Chicanos. ‘They had rose from 652,879 in 1960 to 1,228,594 in 1970, an increase of almost 90 percent”, Chicanos were no longer becoming the minority but they were now becoming the majority. There was progress for the Chicano in school and in the work field. They were no longer ignored as they were in the past years. There were more Spanish-speaking teachers and more educational programs for the Chicanos. Although the Chicano community had advanced and was starting to receive more fair treatment, there was still a lot that needed to be done. There were no associations for Chicanos, and they were not really represented in congress either. In the 1960’s the advancement was noticeable and it was good for the Chicano community, but in the 1970’s the progress that had occurred had began to erode. Although progress in education had been made still only one fourth of the Latino population had a high school diploma. The jobs had became more available but they were very limited to the Chicano.
