America’s Failing Public Schools: Charter Schools Are Not the Solution
It was with wild fanfare that the state’s Republican legislature and Republican Governor enacted their reforms for the state’s public school system. Among the panaceas was charter schools, a ‘90s education fad that gives individual parents the right to send their children to state-approved public charter schools at public expense. Politicians reasoned that less-bureaucratic charter schools would teach students better than traditional public schools because charter schools wouldn’t be subject to the same mandates that the state had heaped upon public schools. Furthermore, traditional schools would be forced to compete with charter schools as they lured thousands of students and millions of dollars away from traditional public schools. Competition from charter schools would then lead to all-around better schools in the state as traditional public schools improved themselves to remain competitive with the cutting-edge charter schools.
The charter school program aimed to allocate educational resources via market mechanism by shifting towards freedom of contract. However, the plan unfairly mixes individual decision making with the expenditure of public tax dollars. Moreover, the competition through which legislators sought to improve education throughout state schools has failed to materialize as students enrolled in Michigan charter schools remain a drop in the bucket.

... other today, but as the numbers indicate, an effective market for K-12 education is a long way off. Personally, I do not believe that the salvation lies in charter schools or an individualist approach to educating children. Instead, I think it takes a village, or even the entire state, to come together as a community and reach consensus on ways to improve the existing educational infrastructure in the state, i.e., traditional public schools. Granted, needs are not the same across the board, but there are innovative programs that have worked in some areas that could be successfully repeated in other areas.
Competition is not the salvation. Cooperation is the means by which we will improve schools in Michigan. In the words of one Michigan educator, “We should not waste our time implementing schools of choice, we should work to create choice schools in Michigan.”
One of the most pressing issues facing the United States today is its failing educational system. While many solutions have been proposed, the idea of charter schools has been both popular and controversial. The topic of charter schools is being debated in as many places as local school board meetings to state supreme courts. Though on the surface, charter schools seem like an exciting and promising step for the future of education in America, they are not the answer to this country’s ever-increasing educational problems. Charters will drain already scarce funding from regular public schools, and many of the supposed “positives” surrounding them are uncertain and unpredictable at best.

She realized that choice and accountability were not the answer, but that curriculum and instruction were more viable solutions to America’s educational dilemma. Ravitch suggests that to abandon public schools is to abandon the institution that supports our concepts of democracy and citizenship and to the promise of American life (Ravitch, 2011, p. 12-14). The idea of school choice is rooted in Milton Friedman’s essay concerning the government’s role in education. Friedman asserted that society should support and contribute to the maximum freedom of the individual or the family. He maintained that the government should provide vouchers to help support parents financially on their children’s education, which parents could use at the school of their choosing; so long as the school met set standards. Therefore, this creation of choice would stimulate competition, which Friedman believed would increase the development and improvement of nonpublic schools, as well as, create a variety of school options (Ravitch, 2011, p. 115). As a result of the choice movement, the public received three versions of school choice: voucher schools, private schools, and charter schools. Each of these schools receives public funding, but do not operate as traditional public schools, and are not managed by a government agency (Ravitch, 2011, p. 121). These schools may have unconventional hours, experiment with curricula, specialize in certain types of teaching or design programs tailored to a particular audience or community. An outdated education system is the largest problem Michigan faces because it affects not only the present, but also the future of the state. Important issues cannot be solved, nor policies created to remedy them, if the people attempting to solve them are not equipped with the skills and knowledge needed to make informed decisions. The state cannot run itself, let alone the nation as a whole, if its’ people are uneducated. The Constitution, the very basis of our government, relies heavily on the assumption that citizens of the United States are able to make knowledgeable and well-reasoned decisions, the types of which cannot be made when a person does not receive a proper education. This proper education is unattainable when low educational funding occurs. Lowering educational funding leads to lower standardized test scores, lack of resources, and an overall poorer education (Roy 2003). Even with these results educational funding has consistently been put upon the chopping block at all levels of government. Governor Rick Snyder’s budget cuts $470 per pupil for the 2012 fiscal year, while promising only small incentives to be added when re-balancing the budget in 2013 (Resmovits 2012). Snyder’s cuts in education stand in sharp contrast to the budget and policy passed in 1994, by then Governor John Engler. Engler, along with the House and Senate, created Proposal A. This policy increased funding to all levels of education, reduced the large funding gap between poorer and richer school districts, and opened schools of choice. A child’s first day of school is often viewed as a rite of passage; the first step on the road to a happy and successful life. This is true for most children from affluent families who live in the best school districts or can afford expensive private schools. But what if a child’s first day of school is nothing more than the first step on the road to poverty and possibly even illiteracy? The documentary Waiting for “Superman” addresses many issues in a failing school system and the innocent children that system leaves behind. Although the documentary spends little time suggesting parents’ roles in their children’s education, it clearly shows that we must make changes to help children from low-income families and improve the teacher’s unions.

Public and charter schools may look to be the same, but charter schools differ in many ways and have an interesting origin that is often overlooked. The concept of charter schools began in New York City around the late 1980s and early 1990s by a man name Albert Shanker. They were originally created to be teacher-run schools that would provide education and services to students struggling in the traditional school system (Karp, 2013). With this many students, both state and federal representatives have made efforts to adopt reforms designed to make a solution to the funding inequality. The disproportion of funds first and foremost effects the amount of programs offered to children that vary from basic subjects such as: English, Math, and Science. This created the motivation to improve the quality of education for low-income neighborhoods by targeting resources other than property taxes and redirecting the states budgets. The goal the school districts all shared was the need to increase instruction, add after school activities, promote a well-rounded education, physical innovations to facilities and classrooms, and to update the academic resources. The popular demand that the funding to public education needs to correspond throughout all the school districts.
