II. INTRODUCTION
A. Statement of Problem
The City of Florence is an excellent city, full of great people and many events to grow the community into a tight knit family. Through Florence Day fair rides, the community wide Easter Egg Hunt, sports programs, and the Flo-Town USA Splash Pad, there are many opportunities for the children of Florence. As is evidence in our mayor’s platform, “We have park employees, parents, and grandparents working hand in hand to make our park an even better place for the children of Florence to have good clean fun. We love our kids!” (CITE-florence.ms) Although there are many programs for young children and families, the city is lacking in activities for the middle school and high school aged teenagers. Teenagers are not even allowed to play community league sports because MHSAA does not allow more than five players on the same high school team to be listed on the roster for any community or club recreational or competitive team. When talking with Mrs. Pam Clark, Mayor of Florence, she voiced her concern in saying, “Myself, as the mayor, and the elected aldermen of Florence are really pushing toward more activities for the youth of Florence. We are willing to incorporate the activities that y’all plan to get the youth involved.”(Cite this-interview with Pam Clark) Being youth in our community, we are aware of the lack of activities available to allow youth to be involved. Many youth are aware of this problem and want it to be solved.

When looking at our population, 90% of residents within city limits are white, 8% are black, and 2% are other races. The median resident age is 32, six years younger than the average age of Mississippians. These adults are the age that have school-aged children, showing how young our community is. Although this city is not extremely wealthy, it is average. Even the estimated median household income has increased dramatically. Teenagers make up much of the population of Florence. Although it seems like our city would have many resources for our youth because of how tight-knit of a community Florence is, we do not.

The community should encourage continued community service from college students that receive scholarships and or some type of financial aid to volunteer, with the existing programs. This could increase the amount of people available to these after school and summer programs, while saving the city some money. This could prove to be a major step in continuing to improve the city and make it a desired place to live and prosper.
After the devastation of Katrina, mid-city changed forever. The schools, churches, homes, families, and neighborhood changed. There are maybe 2 schools in the area which is dramatically poor to the community compared to the population of the people. Before Katrina in 2000, the population of Mid-City was nearly 20,000 living in 5,830 households (Mid-City Organization 1). Mid- City population still has the highest percentage of Hispanic people which is 10 throughout any neighborhood (Mid-City Snapshot 1).

I am here today to convince you that the minimum requirement of 40 volunteer hours is not only helpful to your community, but it is also essential to the development and health of the average teen. Now the average teen is bombarded with distractions, some of these being social networks, friends,family affairs/problems,video games, and even relationships in general. Some adults may think that these can be easily avoided , however those people are incredibly wrong. Being a teen in this generation is like nothing anyone will ever experience , we have everything at our fingertips , we have so many things to do it is almost impossible to get anything productive done. This is just one reason why the 40 mandatory community service hours are incredibly important to teens. Gentrification is designed to improve the quality of life for the residents, but the fact is that it pushes out old residents to welcome in young and wealthy citizens. To analyze the demographic even further, gentrified neighborhoods in New York City have seen an increase in white population despite a city wide decrease. As Kate Abbey-Lamertz of the Huffington Post states, “The report notes that change is driven by educated people moving in, rather than by existing residents becoming more educated.” These changes are being driven by a millennial demographic who can afford the changed aesthetic. The influx of millennials are pushing out families whose lifestyle can’t keep up with the changing demographic. Even though these changes have been occurring for almost thirty years, and the city hasn’t made the changes needed for people who need low income housing. Inner City Communities are often areas which are both densely populated and deteriorating(quote). The areas and its residents have strongly been correlated with social and economical disparity. Residents of inner city communities have been plagued with problems including: “high unemployment, poor health care, inadequate educational opportunities, dilapidated housing, high infant mortality, and extreme poverty” (Attitudes and Perceptions, n.d). Negative media attention can cause a business or its products to go plummeting down within a very short amount of time and positive media attention can make an organization reach to its highest potential. Businesses need to be able to have some hand in controlling the media so that the media help promote the positive things about the company and decrease the impact of anything negative on their reputation. The television programs that consumers watch have a wide and more direct audience that would also have a very strong impact on the success of an company. A lot of organizations realize these factors and this will make them change their reaction when consumers tell them that they are going to contact a consumer television program or the newspapers about the company.

There are certain types of people that go out of their way to keep others happy. They influence and help others when they need it. While in this unique period of time, it can seem quite uncommon to see someone try to make a difference in their community. Most adolescents are much too absorbed in video games, cell phones, or other technology that comes into their lives to look at the bigger picture around them. This “bigger picture” consists of the community they live in, the school, church, and friends that mostly influence who they are if they so choose.
To begin the mayor should first focus on the increase in juvenile related crimes, pinpointing the most extreme, to avoid the problems that those increases will create. Addressing the fact that there is a serious issue in the community will help everyone involved get a better understanding of the problem and how to solve it.
