President James Monroe created a foreign policy titled the Monroe Doctrine. In it he warned Europeans not to interfere with the western-hemisphere. Roosevelt believed in international police power. He sent U.S. marines to Santo Domingo, Nicaragua in 1911, and Haiti in 1915. He essentially wanted to keep the Europeans out. When the Soviet Union began building missile launching sites, the Monroe Doctrine was symbolically invoked in 1962.
Surprisingly, James Monroe was the first president to travel by ways of a steam boat. With this he visited the southern states and the northern states. He was the first to do so since Washington did. Many towns around the states greeted him with open arms, some held parades, others had a lavish feast, and many other grand events. Oddly enough, the city of Charleston, North Carolina actually came up with the grand idea to barbecue a ox for the president's visit.

After the Battle of Trenton, Monroe went back the college of William and Mary to study law. He served many positions in the U.S. including secretary of state, a member of congress, and a U.S. senator. Monroe was also the last president of the ‘Virginia Dynasty’.
The foreign policy that bears Monroe’s name, perhaps the most enduring to represent his legacies. It wasn’t known as the “Monroe Doctrine” until 30 years after the delivery. At the congress annual message in 1823, Monroe warned Europe and the rest of the world, to stay out of America's acquisition. The message holds a strong statement and is not to take lightly, it was the early U.S. policy.

In 1774 when James Monroe was sixteen, Spence Monroe died and James was left to manage the family property. James Monroe attended the college of William and Mary in Williamsburg in the July after his father died. Monroe wasn’t very interested in college while he was there. He heard people speak against the British and he agreed that the colonies should be free. He started taking part in anti-British activities, like once he and other students raided the British governor’s palace, stealing two hundred guns and three hundred swords.

The Spanish colonies and territorial claims were massive spanning from Florida out to the West coast, including the Oregon territory, down through Central America and spanning almost all of the South American continent. After the wars in Europe ended, the previous King of Spain was replaced by King Ferdinand VII. Though a series of rebellions threatened his hold on the Spanish crown, the Congress of Vienna agreed to aid King Ferdinand in securing his throne and in 1822 the reinstallation of absolute monarchy in Spain was successful (Robertson). This caused concern for Monroe because King Ferdinand was adamant on restoring balance and control in the Spanish colonies (McDougall). Jefferson came into office on March 4, 1801 and left office on March 4, 1809. His first term’s vice president was Aaron Burr, and his second term’s vice president was George Clinton. He ran with the Democratic-Republican Party and heavily opposed the Federalist Party. Prior to his election, he had already held many positions in public office; vice president and secretary of state . Because he was preceded only by John Adams and George Washington, Jefferson played a large role in the formation of the character of the American President. For his first inaugural address, according to a reporter, “His dress was, as usual, that of a plain citizen without any distinctive badge of office.” This casual nature showed the American public that he was not a king, but a normal citizen who was there for the people, he was even known as the “Man of the People”. Many other American Presidents used that same style in order to appeal to the public.
A big issue Monroe tried to act on was British impressments, which is the practice of capturing U.S. sailors and making them serve in the British navy. This caused a slight rift between President Jefferson, Secretary of State Madison, and Monroe, after the two didn’t see the means of signing a treaty that Monroe thought would make the relationship between the two countries better. Monroe finally came to an understanding, repairing the broken bond between the three friends (Minister to France and Britain). This would pay off when newly appointed President James Madison would give the position of Secretary of State to James Monroe (Secretary of State and Secretary of War).
On December 2, 1823, President James Monroe articulated his seventh annual message to Congress. This message presented Americans with a statement that changed the way the Western Hemisphere would be view and how international affairs toward the new Latin colonies would be handle from this point forward. It addressed European nations in particular and stated that “the United States would not tolerate further colonization or puppet nations” The Monroe Doctrine was initially designed to protect the Latin colonies but later President Theodore Roosevelt extended the Doctrine to include the United States would be the policing powers of the Western Hemisphere, this became known as the Roosevelt Corollary. Roosevelt stated that the United States had a “morale mandate” to ensure that other nations used appropriate attitudes toward Latin America. Roosevelt felt strongly in about the conduct of other nations and further stated: “It is not that the United States feels and land hunger or entertains any projects as regards the other nations of the Western Hemisphere save such as are for their welfare. All that this country desires is to see the neighboring countries stable, orderly, and prosperous. Any country whose people conduct themselves well can count upon our hearty friendship. If a nation shows that it knows how to act with reasonable efficiency and decency in social and political matters, if it keeps order and pays its obligations, it need fear no interference from the United States.
