Policy to Address Human Rights Violations in The Democratic Republic of Congo

Issue: The failure of the Congolese judicial system to adequately prosecute and hold accountable those who committed genocide, extreme and barbaric human rights violations. Human trafficking, rape, torture, arbitrary detention of innocent civilians and mass killings are just some of the atrocities that have been and are continuing to be committed by the soldiers the Democratic Republic of the Congo (DRC) and other militants rebels (HRG.org, p.1). It is time for the government of the DRC to an end to these human rights violations that they have allowed to take place for two decades during the two wars (1997 and 2003) and currently occurring, all be it to a lesser degree.

Recommendation: Our recommendation is for United Nations Security Council to assist the government of the Democratic Republic of the Congo in aggressively pursuing the arrest of those accused of committing the current human rights violations, as well as those individuals who have committed such violations during the war years. The Democratic Republic of the Congo must be willing to accept the assistance of the United Nations Security Council as well as the International Criminal Court to assist them in prosecuting those who committed human rights violations. In order to accomplish this we recommend the following:

1) An extensive reform of the judicial system within the Democratic Republic of the Congo.

2) Prosecuting and holding those accountable for the human rights atrocities will be the only way country can begin to move toward a stable and functioning society.
