Part A: The Background
There are three different populations to what qualifies an individual to be conserved a victim of human trafficking: underneath the U.S. law are they are minors, individuals who are under 18 years of age, who are coerced into commercial sex, individuals 18 or older who become involved in commercial sex through fraud, coercion, or force, and the third population is a mix of children and adults who are forced to provide labor or services while being in an involuntary position of servitude, debt, bondage, or slavery through force, deception, or intimidation. Perpetrators of this crime usually target people who have no hope left or very few opportunities, however their victims are of all different ages, socioeconomic statuses, gender, nationality and education level (The National Child Traumatic Stress Network, 2014).
Assembly Bill (AB) 1585 is an amended bill based of the AB 795 bill that died in the Appropriations committee in February 2014. AB 1585 is about protecting the rights of human trafficking victims. This amended bill was introduced back into legislation approval on February 3rd 2014(Alejo, 2014). As with the first time the bill went through the Public Safety Committee under a different name it was passed by a unanimous bipartisan vote. After passing the Public Safety Committee the bill was then sent to the Assembly of Appropriations to have a hearing on April 9, 204 where it was then subsequently sent to the suspense final.

This study examines the research that initially began on October 28, 2000 and spanned through to October 31, 2009. If a human trafficking case occurred in the US, with the victim being under the age of 18, and at least one arrested, indicted or convicted felon, their case would be filed in the data analysis report. This research resulted in the finding of 115 separate incidents of human trafficking, involving at least 153 victims and 215 felons or perpetrators, 117 (53.4%) of them being convicted of their heinous actions. The “Land of the free” is not so free after all. Human trafficking is the third largest international crime industry after illegal drugs and arms trafficking . Human trafficking is like modern day slavery; it is defined as the loss of freedom to another 's control by force, fraud or coercion. The United States turns out to be the #1 destination for child sex trafficking. I chose this topic because it interested me the most out of all other topics. When finding a topic to do research on, none of the topics left me asking myself so many questions. The fact that i barely knew anything about human trafficking, made me realize that there might be many people out there that are like me. Human trafficking is a modern form of slavery, in which individuals are being exploited for profit. When most of us hear human trafficking, we instantly conclude that a person is being held against their will to perform sexual acts and someone is profiting. In reality, there is also labor trafficking, where an individual is forced and threatened by employers to work against their will. There is an immense amount of victims of human trafficking not only in the United States, but also globally. Bringing awareness to communities is vital to help individuals who are victims of human trafficking to seek help, but also allow those to help rescue victims. Many people are astounded to hear that human trafficking is not just a complication outside of America’s borders and that it is flattering more of an American drawback as intervals go on. Human trafficking has converted into creation's second leading criminal industry, transforming the individual, their dignity and rights as a human being, and humankind. The United States of America is mainly a transfer for trafficking in persons. It is assessed in The Trafficking Victims Protection Act of 2000, “that 14,500 to 17,500 people, primarily women and children, are trafficked to the U.S. annually.” This act augments pre-existing illegal disadvantages, offers new defenses and makes accessible certain welfares and aids to victims of trafficking. The Department’s Annual Country Reports on Human Rights Practices estimated that from at least 127 countries have found to be harnessed in 137 states. In the United States, for instance, more than 15,000 individuals are enforced into the present day counterpart of slavery every year. An estimated one hundred thousand to three hundred thousand Americans are forced into this each year, as predicted by the national police department. But the collision of human trafficking goes beyond individual victims; it undermines the safety and security of all nations it touches. The U.S. has aided states to enact anti-trafficking regulation, educated law enforcement officials, DAs, border guards and judicial officers, and impeaching traffickers, and protecting targets.
The Trafficking of children and women for sexual mistreatment has become a key worry for nearly all governments as well as non-governmental organizations (NGOs) not overlooking the media. Up to date, accounts in the United States regarding human trafficking for sexual exploitations have shown that the matter is a national problem that is on the rise (Wheaton & Schauer, 2012). A projected 60,000 women and children are trafficked each year in the United States. These women and children come generally from the Latin America, South East Asia and some countries of the former Soviet Union in Eastern and Central Europe.
Human Trafficking is a global problem that affects the lives of millions of people in almost every country in the world, and which deprives them of their human dignity. As one of the most infamous crimes in the world, human trafficking is misleading and makes victims in women, men and children from all corners of the world every day and causes them to be exploited. Although the best-known form of human trafficking is sexual exploitation, hundreds of thousands of victims are also trafficked for the purposes of forced labor, forced labor as domestic servants, child begging and organ removal (Shelley, 2010). On the other side, “human trafficking is both a global problem and a domestic problem” (Jones, Engstrom, Hilliard, & Diaz, 2007, p.108-109)
Traffickers abuse a diversity of people to reach their financial desire, “The U.S. State Department estimates suggest that approximately 70 percent of the victims of sex trafficking are female and approximately 50 percent of the victims are under the age of 18.” (McCabe 1) Although, traffickers abuse women and children more often, they also exploit men. In the book “Criminal Investigation of Sex Trafficking in America” by Leonard Territo and Nataliya Glover, “There has been estimated by the United States Department that between 700,000 and 2,000,000 people are trafficked each year worldwide, and 80% of them are exploited as sexual slaves.” (Glover 3) There are different concepts of how trafficker’s abuse the people they kidnap but exploiting them to sex is an easy way to make money and it supports the reason behind why traffickers kidnap women and children more often. Women and children are far easier to abduct because men are hypothetically the dominant and according to April Rieger from the attorney firm Williams & Connolly LLP and the writer of scholarly journal, “MISSING THE MARK: WHY THE TRAFFICKING VICTIMS PROTECTION ACT FAILS TO PROTECT SEX TRAFFICKING VICTIMS IN THE UNITED STATES,” “traffickers have taken advantage of the unequal status of women and girls in the source and transit countries, including harmful stereotypes of women as property, commodities, servants, and sexual objects.” (Rieger 5) April Rieger has stated that woman are only seen as something that is just meant to be used and that women are disposable, but not only are women and children easier to kidnap, but children who have psychological issues are the winning lottery to traffickers. Traffickers often manipulate children who have been abused and abandoned and lure them into joining them. Human trafficking is a worldwide issue affecting many individuals; the Department of States estimated that about 600,000 to 800,000 people are taken across borders each year and two to four millions of people being victimized within their own country (Siskin & Wyler, 2010). The majority of trafficking victims are forced into sexual exploitation, however many are also used for labor. Although there is a current US policy that addresses anti-trafficking legislation, the problem of victim identification still persists. The failure to adequately tackle this phenomenon, paired with a concern over human rights, has prompted debates over who is considered a victim. There needs to be a more effective way to eradicate the dangers of human trafficking.
