The needs of what is being addressed by an evaluation, whether is a program or a problem, determine what evaluation theory or model is going to be used. Each evaluation is unique and there are many different theories and models for an evaluator to pick from, but each evaluator has a basic model they may start out with. I did an interview with an experienced evaluator, Person A, who explained that every evaluation and assessment is unique so she used a variety of different theories depending on the evaluation. She also described her approach to doing evaluations as holistic to try to see every necessary variable and emphasized being flexible when doing evaluations. Despite not naming any theories or models she used, I noticed different many aspects of the Kellog’s Logic model present in her explanation of her evaluation practice.
Evaluator 's Story and Experience
With many years of experience, Person A has learned over time to mix and match methods and theories since every assessment and evaluation is different. She first began training in doing evaluations as an undergraduate in education as a teacher. In graduate school, she developed a new perspective on evaluations and assessments while pursuing an MA in counseling. She gained experience in applying these theories in different career fields and expanded her knowledge on theories while pursuing a PhD in education. In her current career, she uses her experience in counseling to look at all the aspects of an evaluation holistically. She uses her training in education to examine data from assessments to identify weaknesses in programs and has learned how evaluation data can be applied to make improvements. Her data can be gathered and outcomes like student satisfaction of changes can be observed (Rogers, 2008).
Person A as a professional evaluator with years of experience, had a holistic approach to evaluations. She learned to be flexible in her approach and to use different theories or models since each evaluation is different. The theory that would appear in her practice most of often was Kellogg Logic model. Many of its aspects were traits that she expressed, such as flexibility, listing all possible variables and stakeholders. Her focus tends to be on progress and impact evaluation to make improvements in programs through continuous assessment to track and meet goals.
