The Impact of California's Proposition 13
California's Proposition 13 had a big impact on American government and public policy because it put to vote the reduction of property taxes. This Proposition had a great impact as it swept the county and made headlines in newspapers around the world. People used this initiative process to gain a greater control over their lives. The California taxpayers stood up and said no more to excessive taxes because they were tired of out of control property taxes and losing their homes because they could not pay property taxes while the government did nothing to help them. This in turn hurt the schools, cities, counties and special districts. From this proposition, we have a few others like proposition 218 and proposition 37.
There are two sides to every Proposition because there is some good and some bad from voting or not voting this in to effect. Some Californians thought Proposition 13 was a very good idea because it restricted property taxes to the maximum rate of 1 %, which made some people happy because they were in fear of losing their house because they could not pay the taxes. This in effect took away from the schools that were in desperate need of funds for programs like music, art and other programs.
I talked with a teacher of mine at Chapman University by the name of Les Clements, PhD, to see how he felt about Proposition 13 and he had a lot to say. This continues to have an effect on the local government in California because every time the governments wants to impose a tax they have to put it to vote before the taxpayers if it has anything to do with local taxes. Schools are also still without some of the much needed programs that would benefit the children and help to keep them off the street. Teachers are also forced to have bigger classrooms due to the cuts. Although these propositions have helped a few people by lowering property taxes, I feel that in the long run the children are hurt due to the loss in programs such as art, music and some sports just because we want to pay a lower amount of property taxes. This is just something the people of California will have to live with.
In 1865 4 million people were freed and let out on their own for the first time ever. They weren’t really sure what to do at this time but they had to find a way because they were now by themselves in a world that didn’t accept them. There were 3 Amendments made to the US Constitution that freed these slaves and put the African Americans in the country in such a bad situation. These Amendments and the actions by the president and his appointed boards were unsuccessful due to the racist laws and resistance against the American Reconstruction. Some of these laws include the Jim Crow Laws and some of these racist people congregated in a group called the Klu Klux Klan. These actions went against the 13th 14th and 15th Amendments voiding them as a whole.
The passage of the 13th amendment seems simple. Lincoln declared the emancipation proclamation and set the majority of the slaves free. General opinion was already shifting toward abolition and a bill like the 13th amendment seemed inevitable. This is the well-known but extremely overgeneralized view of national abolition. Leonard L. Richards attempts to correct this general perspective in Who freed the slaves?. He argues that abolitionists were actually fighting an uphill battle throughout the civil war. Not only was there opposition from Democrats, the majority of Republicans was also against abolition. This only changed near the end of the civil war with countless endeavors to change public opinion and heavy secret bargaining.
Even with the negative and positive functions of No Child Left Behind, there are many areas that still need to ironed out. Under the Obama administration several states have received a waiver from No Child Left Behind, “with this waiver students will still be tested annually. But starting this fall, schools in those states will no longer face the same prescriptive actions spelled out under No Child Left Behind” (Feller & Hefling, 2012). Since 2007, the law has been up for review, but due to opponents of the law there has not been an agreement reached and the law continues to stress our schools and children out. We can only hope that when this law is reviewed and agreed upon that it really is in the best interest of our children and the nation as a whole.

The California effect is actually an example of going from second order of preference to the first order of preference. An example of the California effect would be if the state of California force businesses to reduce car companies to reduce carbon emissions by a certain percentage. It would not be businesses first order of preference to have that regulation imposed on them. However, once the regulation is imposed business have to adapt their technology to follow the rule. Which, businesses are behaving based on their second order of preference. Which is how to behave so that they can still operate in California. As a result, businesses would want to lobby this regulation onto other states where their competitors do not have the same competitive advantage as they do. If other states do pass the same regulation that would be in businesses in California 's first order of preference since they already developed that technologies and their competitors have to play catch
As Abraham Lincoln was president “On February 1, 1865, President Abraham Lincoln approved the Joint Resolution of Congress submitting the proposed amendment to the state legislatures.” President Lincoln was a big and a decisive part of ratifying the 13th Amendment.” (Our Documents). The passing of the 13th Amendment was one of the most influential Amendments passed in the U.S. ended slavery, but African Americans still did not have the same rights that white Americans did. With the help of the 16th president Abraham Lincoln the ratification of the 13th Amendment would not exist. After the passing of this document the African Americans did not have the same freedom the white Americans did but they had a lot of freedom. Without this document where would the United States be?
this type of proposition is not new to the voters of california. In the past several attempts to pass an ammenent of this type have failed, and yet the supporters of this change are resiliant to accept the current system and they continue to present the voters with various versions of the same proposed change.
Schools are where we spend half of our lives at, our kids are spending time and energy in these places to become better people in the future. There is absolutely no reason why budget cuts should ever happen in a school. If the country is taking taxes from all of the citizens than they should be conscious to spend that money on things that matter like our children. Making budget cuts takes away programs for kids to excel in and makes a child harder to express himself. Arts are usually the first programs to be cut.
In the November 2008 General Election, citizens of the state of California will be asked to consider many issues affecting the state as a whole. Out of the many propositions to be decided upon, Proposition Two has become one of particular interest. Currently, forty million animals are being raised on California farms for production of milk, dairy, cattle, and chickens: given these very large numbers and increased consumer awareness of current management practice, there has been an increase in concern for ethical treatment and welfare of livestock within the public. Proposition Two challenges standards of confinement for livestock, specifically: veal crates, battery cages and gestation crates. Veal crates are restricted areas in which calves (young domestic cattle) are reared for slaughter. Battery cages are enclosures in which multiple female chickens are housed to lay their eggs, and similar to veal and battery cages, gestation crates are areas of restricted space in which female pigs are housed during periods of pregnancy. If passed, Proposition Two would require all farming operations as of January 1, 2015 to house these farm animals in areas where they are able to extend their wings or limbs to full potential1.

So, just by one person being caught hopefully others around them will grow up and start taking responsibility for themselves. This new curfew will be a big help to those parents that set curfews for their children. Many parents have problems with getting their children to obey the curfew time they have set for them. With the help of this law all teenagers in the communities that this law has been appointed, have no choice but to obey the times. Most young people with their license will realize that they can not afford to receive a ticket and have that ticket go on their record. Once that ticket is on your record there is always a good chance that the ticket could affect the chances of you getting a good job. Teens like to be lazy and wait till the last minute to get things done. Like, waiting till the last minute to do all your homework. Not studying for test. This law could make some teenagers better students, because they will have more time on their hands. According to the California Department of Education’s Statistics overall spending for education over the last five years have shown an upward trend in spending for schools. Over the last five years spending for education has gone up by 28% (California Department of Education). It went from an average expenditure per student of $4570.00 to $6360.00 (California Department of Education). Though over the last five years spending has headed in the right direction it has not done so in a fast enough manner. The average rate of growth for the educational budget has been 8.6% (California Department of Education) a year over the last five years. This is barely above the rate of growth of enrollment of 6%(California Department of Education). We are not moving forward in fact it would seem like we are treading water. With the upcoming cuts in educational spending for the 2003-2004 school year we will actually be losing ground.
