Abortion is to erase baby in mother’s body, which causes a big controversy around the world these days. Chang (2015.05.11.) reported a girl was sexually assaulted by her stepfather in Paraguay. Upon news of her pregnancy, not only international human rights organizations but also pro-choice people in their nation insisted her abortion. However, the Government of Paraguay disapproves her abortion because to remove fetus is only allowed when mother’s health is in danger obviously and is rather fatal to her as she is in the fifth month of pregnancy. First of all, by preventing illegal operations, it is helpful to protect the pregnant women in terms of economy and health. Han (2010.03.14.) reported the surgery costs were 30-40 hundred thousand won averagely, but it raised more than doubled and some hospitals demanded even millions of won. According to Kim (2010.02.12.), prevention of termination never means the decrease or eradication of it. The stronger we crack down the feticide, the more women do illegal and dangerous abortion because they have no choice but to do it in poor socioeconomic environment. The tragedy due to this restriction was already proved through the example of Romania. Nicolae Ceausescu, the first president of Romania, restricted abortion strongly, but women of the country went to abroad to do it, and as a result, the population of the country decreased all the more.
