I argue that Iris Marion Young’s ideas about responsibility for justice, applied to questions about child welfare, can be used to devise a system that provides for children who are abused and neglected. Foster children in America are rarely talked about by politicians, despite relying on government programs for their survival. Because they are children, they don’t have the resources to create organizations and lobby politicians for better aid. This means that we all have a responsibility to do these things for them and change the current system that is failing them, whether we are directly in contact with the child welfare system or not. The job of a child welfare worker appears to be a demanding profession that promotes the child’s safety, but also strengthens the family organization around them in order to successfully raise the children. This child welfare workers work in the system known as the Child Protective Services whose initiative is to protect the overall welfare of the child. The short novel From the Eye of the Storm: the Experiences of a Child Welfare Worker by Cynthia Crosson-Tower demonstrates the skills necessary to deal with the practice of social work along with both its challenges and its happy moments. The novel consists of some of the cases involving Tower’s actual career in social work. In reading the book, I was able to experience some of the actual cases in which children dealt with physical and mental abuse from their families that caused them to end up within the system. Also, some of these children had issues in adapting to foster and adoptive families based on the issues they faced earlier in life. As we have learned earlier in the course, the violence that a child experiences early in life has an overall affect on the person they become as they grow into adulthood. When children deal with adverse childhood experiences, they are at a higher risk for abusing drugs and/or alcohol, increased likelihood of abusing their own child or spouse, higher rates of violent and nonviolent criminal behavior, along with several other issues throughout their lifespan.
No matter what age an individual is, society automatically deems a person to be an adult once they have a child. Unfortunately, Renee dealt with a lot of isolation, neglect, lack of emotional, physical, psychological support that would have helped her successfully transition into a new chapter in her life. Renee was treated like an independent and competent adult when in reality, she was in serious need of many support systems to educate and support her. As a social worker, Angie Martin’s actions within her practice created an ethical dilemma when she failed to maintain the best interest of her client, Jordan. Angie was expected to fulfill her role as a social worker by playing a vital role in coaching and educating Renee on how to care for Jordan. If there were frequent scheduled appointment in place, there would be enough evidence from Angie’s file on Jordan and Renee alone to decipher who should have been responsible for the death of Jordan. Frequent visits to the young mother and her child would have given Angie the opportunity to provide the courts with enough documentation to understand the case thoroughly to make a conviction, in needed, without dropping charges and dismissing the

Imagine you're on a train to a place you don't know, with hundreds of other children riding with you. At the next stop you get off and hundreds of adults surround you. You hear them talking and mumbling but you cannot understand what they are saying. Some point at you and grab your arms to see your muscles. Complete strangers come over to examine you and scrutinize over whether to adopt you, one of the orphan train riders, into their homes. The orphan trains are a part of American history unknown by many. However, they played a huge impact in the passing of different laws and the foster care system today.

Finally, Children Protective Services has let down many children and families. Children who are in the homes of loving, nurturing parents are take away from their secure environments, and are placed into degrading situations. The children who are in desperate need of help do not receive it. Many of the real cases of abuse go unnoticed and unfounded. The system need to distinguish the difference between real child abuse and parenting because there is a child out there who does need help but the workers are too busy focusing their time on cases that are not necessary. If CPS would create a new sstructure and set new standards, many more lives could be saved.
Garrett Therolf said “Children in foster homes overseen by private agencies are one-third more likely to be physically, mentally, or sexually abused than children in homes overseen by the state” (qtd. in White). The debate on whether or not to privatize the foster care system is ongoing and is an excellent source for debate. While privatizing the foster care system does seem to have its advantages, such as the convenience, they are heavily outweighed by the many negative aspects of a privatized system. Privatizing the foster care system is an overall negative idea due to the fact that it turns desperate children into business pawns putting them at higher risk for many kinds of abuse. From the humble beginning of Social Work there have been many people who have tirelessly worked, fought, and dedicated their life advocating for the people in our world who are disadvantaged. Furthermore, many of these people have been women who not only were strong enough to fight for the rights of others, but also had to fight the forces whom thought that women where in some way second hand citizens themselves. These women were brave and determined enough to break out of the box that society placed them in, and stand up for the social injustices that they seen taking place, and try to make a difference. Of the many women from the early days of Social Work none fought harder for social reform than Grace Abbott. Grace Abbott spent her life fighting to enact legislation for the betterment of society as a whole. This work would eventually earn her the nickname “the mother of America’s forty-three million children.”
To many outsiders, the foster care system may appear to be a safe haven for those children that are abused or abandoned by their birth family. This is correct, but the system with which it is based, has many flaws. A background check is mandatory for all foster parents, but a test to see if a child 's temperament matches that caregiver 's parenting style, is not. Now, this is seen as a minor issue, but there is not enough evidence to support this. Plus, there are many other, much worse reasons, why the system is not perfect. Altogether, the foster care system and a multitude of its rules are flawed and may actually be negatively affecting foster children.

“About two-thirds of children admitted to public care have experienced abuse and neglect, and many have potentially been exposed to domestic violence, parental mental illness and substance abuse” (Dregan and Gulliford). These children are being placed into foster care so that they can get away from home abuse, not so they can move closer towards it. The foster children’s varied outcomes of what their adult lives are is because of the different experiences they grew up with in their foster homes. The one-third of those other foster children usually has a better outcome in adult life than the other two-thirds, which is a big problem considering the high percentage of children being abused in their foster homes. Although, the foster care system has most definitely allowed children to experience the positive home atmosphere that they need there is still an existed kind of abusive system in the foster care program that is unofficial but seems to be very popular. Foster care focuses on helping children in need of a temporary stable environment; however, foster care can have negative impacts to the children and the people around them concerning the foster child going through the transition, the parents of the foster child, a new sibling relationship, and problems that arrive later influencing the foster child long-term.
Once Olivia receives help, it is perhaps too late. In her senior year, she is sentenced to a juvenile camp, and is clearly out of place. “She is so different from the other girls (pg.312)”, her therapist says. “She was one of the rare kids we see who is focused on her future. I wish I could have started with her when she was twelve or thirteen (pg.312).” Olivia’s case illustrates a system that rather than providing guidance and support to abandoned children, it leads them into a criminal world.

For the purpose of this paper the social worker interviewed is Ronnita Waters, MSW, RCSWi; she is currently an operations manager at the Center for Family and Child Enrichment (CFCE). The issue or area where her advocacy skills are practiced is within child welfare. Mrs. Waters mentions to the interviewee “I always wanted to work with children, then eventually for children.” when asked what developed her interest in this area of social work. Problems in the society such as poverty, homelessness, unemployment, substance abuse, HIV/AIDS, unequal education, family and community violence, and racism all can affect families and impact child welfare and the system itself (Chipungu and Goodley, pp. 76, 2004) There is often a incongruity between the services being offered to children and families in foster care and what they actually need.
