Eviction causes a vicious cycle of homeless and poverty. Eviction promotes homelessness by tarnishing individual’s ability to obtain adequate housing, and worsens poverty and exclusion by trapping individuals and families in a vicious circle of difficult circumstances. Increasingly, homelessness is becoming more diverse, no longer characterized as a problem of single adult men, but of families, women, children, seniors, and minorities . This continuum of uncertainty and eviction puts the individual in a difficult position, limiting the chances of the individual or family of escaping the cycle. Further pressures from other economical needs in the person(s) lives exacerbates these situations. When a person applies for housing, either through an authority, or in the private rental market, they must provide references. If a person has previously been evicted they forfeit the right to most government subsidized housing programs . If they have been systemically put into poverty and forced eviction has continually occurred, then the person has an extremely difficult time attain adequate housing. A person loses their damage deposit when evicted, and for the next rental, is forced to sacrifice expenditures for food, clothing, or debt payments to produce a damage deposit. The person or family then experiences further poverty, and damage to their credit. Often landlords are asking for a credit check to determine suitability of applicant. When a family or person is displaced from eviction, it usually leads to homelessness and loss of household belongings. Eviction and homelessness effect a diverse cross section of society including men, women, families, children, minority groups and the mentally ill. There are many reasons that people from better socioeconomic situations don’t understand the issue of eviction and homelessness, but with education this can be helped. Homelessness is a social issue that has been overlooked for too long. It can be observed in many states worldwide. The rising population of homeless people affects those characterized as homeless, their families subjected to the lifestyle, and the communities where homelessness exists. There are many solutions but only a few will be discussed. Improving existing shelters and building new shelters are general solutions. More in depth solutions within the shelters include programs that assist the homeless with opportunities for re-entry into the community. I would first like to discuss reasons why this issue should be looked into and conclude with recommendations.
One of the most prominent concerns of Evicted is the issue of inescapable financial instability as it relates to eviction. In the very first few pages of the book, Desmond reveals that the majority of poor renting families in America spend over 50% of their income on housing, with an even more astonishing one in four spending over 70% of their income on it (4). When families are spending the majority of their already meager income on housing alone, it is no surprise that they have little money left for savings or self-betterment programs such as a college education. Compounded with this is the fact that some welfare systems are constructed in a way that discourages long-term financial responsibility. There has been announced in the news that the number of the homeless people in many major cities in the United States has been increasing enormously. According to United States Interagency Council on Homelessness reported that there was an estimation of 83,170 individuals have experienced chronic homelessness on the streets of the United States’ streets and shelters on only a single night of January 2015, which is a small decrease of only 1% from the previous year (People Experiencing Chronic Homelessness, n.d.). Although most people know what homelessness is and it occurs in most societies, it is important to define because the forces of displacement vary greatly, along with the arrangement and meaning of the resulting transient state. The Stewart B McKinney Homeless Assistance Act of 1987 defined a homeless person as “an individual who lacks a fixed, regular, and adequate night-time residence or a person who resides in a shelter, welfare hotel, transitional program or place not ordinarily used as a regular sleeping accommodation, such as streets, cars, movie theaters, abandoned buildings, etc.” Resent surveys conducted in the U.S. have confirmed that the homeless population in America is extremely diverse and includes representatives from all segments of society, including: the old and young, men and women, single people and families, city dwellers and rural residents, whites and people of color, employed and unemployed, able workers and people with serious health problems. The diversity among people that are homeless reflects how difficult it is to generalize the causes of homelessness and the needs of homeless people. Robert Rosenheck M.D., the author of Special Populations of Homeless Americans, explains the importance of studying homelessness based on subgroups, “each subgroup [of homeless people] has unique service needs and identifying these needs is critical for program planning and design.” Despite these diversities, homelessness is a devastating situation for all that experience it. Not only have homeless people lost their dwelling, but they have also lost their safety, privacy, control, and domestic comfort.
Homelessness is a real serious health issue all over the world that must be addressed. A lot of people in a public frequently misunderstand the cause of homelessness. Remarks regarding homeless people such as “they need to just get a job” or “go to school” are normally used liberally by members of society because they neglect to look at the complete issue. Homelessness does not discriminate. Individuals that have previously experience or may experience being homeless can be from different regions, have different cultural backgrounds, ages, and could be of any gender. Minorities seem to be mostly affected by homelessness. A study done in 2012 found that the homeless population is consisted of 39% non-Hispanic Whites, 42% African-Americans, 13% Hispanic, 4% Native-American, and 2% Asian (Now on PBS, 2012). Studies have shown that, due to the sheer stress and anxiety of being homeless, 30% of the population increase their use of drugs and alcohol. Many homeless people are employed either fulltime or part-time. According to the US Conference of Mayors2008 report, approximately 2% of the homeless population is employed for a period longer than 30 days. Most homeless people are men. Presently, one of the main causes of homelessness in American is the lack of affordable housing. New York researchers claim that affordable housing is the answer to homelessness. Researcher, Mary Beth Shinn, states, ?homelessness is first and foremost a housing problem not a psychological one? (qtd. in Franklin 15.) Nearly all the families in their study became stably housed regardless of substance abuse, mental illness, physical illness or incarceration. This study indicates that homelessness is not a permanent condition. People do get themselves out of the problem when an intervention occurs to provide them with access to the housing market (NYU 2.) Without permanent housing, people are unable to keep jobs and are more likely to become ill. Permanent housing provides stability that enables them to find and retain employment with health benefits.

Many who are homeless are in poverty, have a mental illness, or addictions. Homelessness happens from personal, as well as structural factors. Homelessness is primarily a poverty issue. The persistence of poverty in the United States reflects more than just an aggregation of individual failings. Structural factors, such as the way we understand and define poverty, the inherent features of our economic system that produce income inequality, social inequities and our policy responses to these problems shape current trends. Economic changes have had the strongest association with trends in overall rates, regardless of how poverty is measured. Poverty rate is high amongst minority groups, children and female-headed households (Iceland, 2003). According to professor Iceland’s research, rates of extreme poverty are higher among children and African-Americans and lower for whites, Asians and the elderly. Among families with children, married couples were less likely to be poor (6.9 %) than single parent male (17.5%) and single parent female (35.3%).

With nearly 3.18 million people in the United States, there are 610.042 individuals who are homeless which calculates to about nearly one in five individuals (U.S. Census Bureau, 2014 and HUD/US, 2013). At any time situations can change that can render an individual’s homeless. There are no qualities that exempt individuals from the chances of becoming homeless. However, there are certain predispositions and characteristics that can predict the likelihood of becoming homeless. Homelessness can be contributed to a number of situations such as occupational stress, financial stress, mental health issues, substance use, gender, age, race, disabilities, incarceration, chronic illness, and family stress.

The economic component of the homelessness situation can be broken down into two interrelated parts: housing affordability and a low income rate. The economic recession that followed the financial crisis of 2007 left many individuals unemployed during a time that saw a spike in the price of housing. So not only did the cost of living increase, the rate of income also decreased accordingly. Unsurprisingly, during these same years homelessness rose from 24.2 percent in 2007 to 29.4 percent in 2009 (citation).
So what is homelessness? Does anybody know the accurate meaning of homelessness anymore? Homelessness is defined as a person who “lacks a fixed, regular and adequate night-times residence” (“Facts”). “Homelessness is a temporary condition that people fall into when they cannot afford to pay for a place to live, or when their current home is unsafe or unstable” (“Homelessness defined”). Many determine that people choose or want to be homeless. There are infinite of reason why people become homeless (Bolster). There are three types of homelessness in which people do not know about such as chronic, transitional and episodic. Chronic homelessness are mainly old people and are considered “hard-core unemployed.” They are likely to be entrenched in shelter systems and are more like long term housing instead of an emergency arrangement (“Homelessness in”). Transitional homelessness are traditionally only for one stay or short time. They are typically younger. Episodic homeless people frequently go in and out of homelessness. They usually experience medical, mental health and substance abuse problems or are chronically unemployed (“Homelessness in”). They can be people who are mentally ill, unemployed, veterans, or even children born into unfortunate families. Since they have nowhere to go, the homeless usually live inside abandoned buildings, in the streets, or in makeshift homes, such as a cardboard box or homemade tent.
