Introduction
An ethnic, which is the system of moral values according to Bateman et al, (2013), is one of the concerned within various administration such as the FBI. These morals are of importance as they control how persons make their decisions. Therefore, it deals with good things for persons and their environment, which is illustrated as moral philosophy. Ethics also cover various dilemmas for instance, the dilemma on how a person can live a better life, the dilemma that deals with our rights and responsibility, language of our right and wrongdoing and the moral decision, which describe our good or bad (Dror et al, 2013). There exist three ethical theories that help in dealing with ethical values, the meta-ethics that focuses on the nature of moral ruling, the normative ethics, which deals with the understanding of the moral judgment and formula of either right or wrongdoing. In addition, there is the applied ethic theory that deals with various controversial scenarios such as war and animal rights.
Aim of the Paper
The Federal Bureau of Investigation (FBI), which is based in the United States, is one of the administrations that are directly affected by ethical moral principles. Therefore, this paper provides the analysis of ethics within the administration, the FBI, and various recommendations that the organization has put in place in improving their ethical foundations and culture of their agency. Moreover, it finalizes with conclusion on the understanding of the ethical values within the FBI.

Conclusion
The operation of the FBI agency toward ensuring the security of the United State government and citizens is very important and it should be maintained. Therefore, it is important for the agency to ensure that they observe the rule of law during their operation in order to ensure better provision of services to the people. On the other hand, various members of the agency who operate outside regulations of the agency need to demoted from their duties in case they are found guilty of wrongdoing. Moreover, some of the norms that govern the operation of the FBI as an agency need to be amended to provide a clear way of dealing with victims without harassing them in the process of getting information. Therefore, the United State government needs to provide full support to the FBI agency through its expansion and development for better services to be realized
The organization I have chosen for this essay is CSIS ( Canadian Security Intelligence Service ). CSIS closely resembles The Federal Bureau of Investigation ( FBI ) or British Security Intelligence Service. I have chosen this organization because I have great interest in becoming an employee of CSIS in the future. This essay will provide brief history of CSIS, the responsibilities of CSIS for Canada, and the application process for an entry – level position. The Moral Philosophy of Ethics as defined by Cyndi Banks is defined as “a branch of philosophy concerned with the study of questions of right and wrong and how we ought to live, Ethics involves making moral judgements about what is right and wrong, good or bad.(2).” Ethics in the criminal justice department is important because it justifies ones actions. In The Lucifer Effect by Phillip Zimbardo and Hard Measures by Jose A. Rodriguez, Jr. there are many scenarios of ethical dilemmas that need to be questioned.
FBI is a national security organization whose mission is to protect United States against terrorist attacks, foreign intelligence threat to the American society. (Quick Facts, 2013). It has branches all over the world and it has a field oriented organization structure (A FBI Organizational Structure and Investigative Jurisdiction, 1997).FBI has an organizational culture where agents are very concerned about information sharing and lack the trust on technology since it is a secret and highly secured agency. Security of data about cases is very crucial and important to agents in solving cases. (Saunders & Pearlson, 2009)
The FBI is continually faced with capital challenges in its transformation efforts to develop its counterterrorism capabilities, including realigning staff from the traditional law enforcement mission to a counterterrorism focus; building and improving intelligence gathering, analytic, and information sharing capabilities; and recruiting employees with specialized skills to fit these new positions. Still there remain concerns about how well the counterterrorism and intelligence missions have been integrated with the FBI's more traditional law enforcement mission and culture. In Grewe (2004), and Best (2007) they concurred that law enforcement and intelligence information was not regularly shared, and collectors and analysts were “walled” off from each other because of constitutional principles, statutes, policies, and practices that preclude sharing of such information. These regulations dated as far back as the National Security Act of 1947 requiring that the Central Intelligence Agency (CIA) “have no police, subpoena, or law enforcement powers or internal security functions.”
J. Edgar Hoover’s record of notable government service has never been matched. He transformed the bureau from a badly managed, corrupt organization to a quality law enforcement agency. As its size and budget have increased over the years, its reputation for competence and integrity has declined. It has lost most of the respect that it enjoyed in Hoover’s day.
In 1924, President Calvin Coolidge appointed J. Edgar Hoover as Director of the Federal Bureau of Investigation (Eileen Ahlin). The Bureau was in a fatal state with lax standards, corrupt agents, and agents who obtained the jobs through political connections rather than intelligence or skill. Most agents rarely carried guns or even made arrests; they played explicitly no role in enforcing the law. The FBI did not engage in most federal cases, which made it easier for criminals to get away with their crimes. Hoover had the drive to change the Bureau to a more efficient, modern organization. The 30s is the bulk of his work when he created a police labs and training facilities across the country, as well as developing a system for documenting finger prints. Ethics are the foundation of the criminal justice system. It allows us to create and developed our moral reasoning, our role in society, what society as a whole consider a fair, just, or acceptable punishment for those “breaking the rules”. Ethics also help us understand what the characteristics we believe are criminal activities are. Therefore ethics allows our criminal justice system to work smoothly and more efficiently.
The Federal Bureau of Investigation, also know as the FBI is an interesting topic. The FBI is the “principal investigative arm of the United States Department of Justice”, also known as DOJ. The Federal Bureau of Investigation is responsible in collecting facts and giving or writing reports that one has either perceived, investigated or observed. As well as, assembling evidence in cases that involve Federal jurisdiction and assembling evidence. Not to mention, it bestows law enforcement leadership and reinforcement to international and state law enforcement agencies, which enforce the law.
Citizens feeling protected in their own nation is a crucial factor for the development and advancement of that nation. The United States’ government has been able to provide this service for a small tax and for the most part it is money well spent. Due to events leading up to the terrifying attacks on September 11, 2001 and following these attacks, the Unites States’ government has begun enacting certain laws and regulations that ensure the safety of its citizens. From the Foreign Intelligence Surveillance Act (FISA) of 1978 to the most recent National Security Agency scandal, the government has attempted and for the most part succeeded in keeping domestic safety under control. Making sure that the balance between obtaining enough intelligence to protect the safety of the nation and the preservation of basic human rights is not extremely skewed, Congress has set forth requisites in FISA which aim to balance the conflicting goals of privacy and security; but the timeline preceding this act has been anything but honorable for the United States government.
What is ethics? Ethics are the philosophical principles of good verses bad moral behavior. It is a guideline to help people make decisions or make a judgment calls. There are two main types of ethical principles that will be discussed in this paper, and how they are applied to the decision making process. They are Deontological and Utilitarian. Deontological ethics are based on the righteousness or wrongness of the action-taking place. It does not base itself on the bad or good consequences that come from the action. Ethics plays a very important role in one social system and basically on how the people will make their actions or decide on a particular thing on whether it is the right or the wrong thing. Ethical consideration is very important. It helps a person or a group of person understands whether the actions are right or wrong. Ethics is a very critical factor most especially when considering where the ethical standards are to applied. Aside from it, weighing results of actions or decision is also another major concern because of the fact that a person has critically analyze whose side is needed to satisfied. A history of ethical decision-making, including various theories, models and influential factors demonstrates the importance of the ethical decision-making process and how it can be applied to law enforcement.
