Donald Payne, Jr. was born on December 17, 1958, in Newark, New Jersey. Donald was born a practicing baptist where he was also raised with his two sisters, Wanda and Nicole. His mother passed away when Donald was only five in 1963, so he did not have that mother figure in his life. Through his teenage years, Donald was a very involved kid. He was the founder and president of a group called, “Newark South Ward Junior Democrats.” Later on, Donald went to college to get an education in graphic arts at Kean University. He did not graduate from Kean University but ended up being an advisor in a government program at his local town community center. (Everipedia) Donald is a Democratic representative from New Jersey who is following the footsteps of his father, Donald M. Payne, Sr., who was the first African American to represent New Jersey. His father was a representative of New Jersey until his passing in 2012. Donald Payne currently represents the 10th Congressional District, just like his father did, since his passing. He then continued to run in the next election for a two-year term. He won this election seventy-one percent of the votes toward Donald Payne, twenty- five percent for Ronald C. Rice and give percent for Wayne Smith. Donald was all for helping Congress and his community. He stated after he won that election, “ I've said that I'm following a legacy and I'm not backing away from that." Donald currently is married to his wife Beatrice. They had three triplets together, Donald III, Jack, and Yvonne.
