Definition
According to ASEAN Cosmetic Directive, cosmetic product is defined as ‘ any substance or preparation intended to be placed in contact with various external parts of the human body, for example, epidermis, hair system, nails, lips and external genital organs) or with teeth and the mucous membranes of the oral cavity, with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance and/or correcting body odours and/or protecting them or keeping them in a good condition.’
The external parts of our body includes the following:
1. Epidermis
2. Hair system
3. Nails
4. Lips
5. External genital organs
6. Teeth oral cavity
Cosmetic products have the following function:
1. To perfume

e) Hair, for example, shampoo and hair remover
Cosmetics according to their function:
a) Curative, for example, antiperspirant.
b) Protective, for example, face powder.
c) Corrective, for example, face powder.
d) Decorative, for example, lipstick and nail polish.
Cosmetics according to their physical nature:
a) Aerosols, for example hair perfumes.
b) Cakes, for examples, makeup compact.
c) Emulsion, for examples, cold and vanishing creams.
d) Oils, for example, hair oils.
e) Paste, for example, tooth paste.
f) Powder, for example, face and tooth powder.
g) Solution, for example, aftershave and hand lotion.
h) Sticks, for example, lipstick

There are also some products not classified as cosmetics and these include:
I. Product intended for treatment of disease of infection
II. Product for sexual performance- men and women
III. Product for oral consumption or taken orally
IV. Injection- vitamin C, collagen, hyaluronic acid
V. Product to be instil into nose, eye and ear

Besides, it can also be justified using the cosmetic formulation or preparation itself. The cosmetic notification holder shall produce a scientifically accepted protocols or study designs in generating technical or clinical data with justification. The cosmetic product should not use a name and claims that are regarded as medicinal in nature or beyond the cosmetic scope. There is a guideline for cosmetic claim I Annex I Part 8 and many examples available there including the non-permissible claims.
