There are several eras of policing that the United States has underwent throughout many years. The two eras I am going to focus on is the reform era and the community policing era.
During the Reform Era, the crime control model was established and the police departments became centralized. The police relationship with the community became professional and officers were distant and gave the impression they were non-approachable and did not care for building an intimate relationship with the citizens and businesses in their jurisdictions. Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. A lot has changed in the way that policing works over the years in the United States.

These changes have manifested both positive and negative reverberations in the way we perform our job. Police officials have contemplated for years over the key to maintaining a positive image for their organization. Unfortunately, several incidents in the past years have altered society's perception of police in some communities. Police in America are no longer strangers to innovation born of scandal.
The Political Era and the Reform Era are two periods in which policing underwent some distinct changes in America history. Each era had its own characteristics that influenced evolution of the police profession. However, many changes that occurred between the two eras helped shape what we understand the profession to be today.
The Political Era of policing occurred in the early 1800’s and lasted until the 1930’s, and was under the direct influence of the local government and politicians. There were benefits of political influence; police departments began to develop intimate relationships within their communities offering a wide array of services to citizens. For example, the police worked soup kitchens and provided temporary housing for immigrants searching for work (Peak, 2015). In addition to providing an array of services to the community, officers were integrated into neighborhoods, which helped to prevent and contain riots. Community policing is a strategy used by various departments in order to create and maintain a relationship between the law enforcement agency and the community being patrolled. Community policing is composed of three critical components, community partnerships, organizational transformation, and problem solving (Gardiner, 154, 2016). Community partnerships are pivotal in community policing since they increase public trust and create am improved relationship in law enforcement agencies better serving the community (Gardiner, 87, 2016). These partnerships not only offer public input but also encourage the public to cooperate with law enforcement agencies in order to minimize crime within the community (Gardiner, 88, 2016). Unlike, the traditional strategies of policing, community orientated policing has been adopted by two-thirds of agencies in order to improve public safety and control crime. (Gardiner, 148, 2016).
American policing originated from early English law and is profoundly influenced by its history. Early law enforcement in England took on two forms of policing, one of which heavily influenced modern policing and it is known as the watch (Potter, 2013). The watch consisted, at first, of volunteers which had to patrol the streets for any kind of disorder including crime and fire. After men attempted to get out of volunteering by paying others, it became a paid professional position (Walker & Katz, 2012). The three eras of policing in America are shaped by these early ideas and practices of law enforcement. Throughout time, sufficient improvements and advancements have been made from the political era to the professional era and finally the community era which attempts to eliminate corruption, hire qualified officers and create an overall effective law enforcement system.
The professionalization of law enforcement gained prominence from the 1940’s through the 1970’s. It came out of a necessity to improve the capabilities of police. It was believed that the improvement of organizations through better quality personnel, upgraded equipment, and standardized procedures would lead to better departments and that would lead to safer cities. Numerous research studies showed that the move to professionalize law enforcement through a higher standard of efficiency led to a detachment of police from the communities they served. The author focuses on the U.S. Task Force on 21st Century Policing and Police Data Initiative or PDI to determine if it helps to restore trust and the broken relationship between and communities and police officers. The Task Force made by Barack Obama recommended the analysis of department policies, incidents of misconduct, recent stops and arrests, and demographics of the officers. The PDI has tasked 21 cities to comprehend the police behavior and find out what to do to change it. Also PDI was said to have data and information on vehicle stops and shootings by police officers. The use of statistics has a purpose to help rebuild trust and the relationship between and communities and police officers.

Both of these articles were focused on the Strategy of Policing, but the author’s approaches to the ‘hot topics,’ couldn’t be more difficult. Williams and Murphy focused on the different eras of policing, and how the racial conflicts have overlapped policing efforts. Whereas, Kelling and Moore focused on how police have evolved with the eras. The articles were dramatically different, however, the policing eras: Political, Reform, and Community Orientated eras were influenced largely as the main focuses for each academic article.
Across America, police have been involved in scandals and drugs. They are abusing the power that they have been given. The communities have begun not to trust the police because of their conduct toward the citizens. People have been beaten and harassed by the guys in blue. People in the communities have seen the police push individuals around and take things from individuals for no reason. People receive the wrong message. The public no longer can see a difference between the police and criminals.
From this Community Police Consortium, the BJA put together a report titled Understanding Community Policing, A Framework for Action, which focused on developing a conceptual framework for community policing and assisting agencies in implementing community policing. The basis for this consortium was much more direct than the previous efforts set forth by Presidential Commissions during the 1960’s and 1970’s, and led to what became known as the Community Oriented Policing Services (COPS, Title 1 of the Violent Crime Control and Law Enforcement Act of 1994). The core components outlined in the BJA report listed the two complementary core components to community policing: community partnership and problem solving. The report further stated that effective community policing depends on positive contact between patrol officers and community members, establishing and maintaining mutual trust as the primary goal of a community partnership, and police and community must join together to encourage and preserve peace and prosperity. While these are just a few of the recommendations listed in the report, there were many more that set forth the framework for community policing, but these were the core components.
Community policing is a policy and a strategy aimed at achieving more effective and efficient crime control, reduced fear of crime, improved quality of life, improved police services and police legitimacy, through a proactive reliance on community resources that seeks to change crime causing conditions. This assumes a need for greater accountability of police, greater public share in decision-making and greater concern for civil rights and liberties.
There are many different ways of policing in the 21st century and all address and apply different theories and ideas to try and control the crime this day in age. One of these methods is called community policing and many law enforcement agencies around our country and the world use it as a model for policing and interacting with communities. Community policing is based on the belief that policing agencies should partner with communities with the goals to prevent or reduce the amount of crime in those areas (Pollock, 2012 p. 99). There are 3 main aspects of community policing that I will talk about in this paper and they are community partnerships, organizational transformation, and problem solving. After hearing about the
