People can all agree, without local law enforcement, communities would not function correctly. For a community to function smoothly, it does not only take an easy one job task, rather a set of different inputs. Two of various inputs utilized are community policing and problem-oriented policing. This paper will explain the importance and the roles they play in each community in the following matter. Foremost, community policing and problem-oriented policing will be explained, followed by why community policing was enforced, and how both were intended to serve their purpose and introduced to each organization. Thereupon, both will also be compared and contrasted.

Therefore, Community policing was first acquainted into the system in the 1960s - 1980s after the police discovered that they rarely were able to solve public safety problems alone without interfering with the public and found crime and fear rates were on a constant increase. (Weisburd and Braga p.13, 2006) Soon after, naturally agencies had to analyze and sift out effective approaches and tweak the ones that fell short of proving beneficial, hence problem-oriented policing. As per the creator, Herman Goldstein, it was found the police only directed their attention to its “means “ rather than its “ends”. Meaning attention was placed on the management and staff and not on resolving of problems. Goldstein believed if a systematic plan of action was presented to administration and from there introduced correctly to officers, who if in turn would certainly engage, there would be an organizational change.The systematic intervention included three components: precise problem identification, research of problem, and exploring the alternative. Although Goldstein gave an idea as to what would help, it seems the law system has yet to fully execute introduced plans and continue to focus on the wrong components. Community policing was found to be effective in building stronger relationships between community and police which in turn decreased fear.But despite having the potential of being a great innovation, some flaws have been found. Community policing was found to be more effective if more officers complied with recommended aspect as an organizational transformation instead of treating it as an “add-on”. Also, research found there was a percentage of the community who did not engage in efforts to work with local organizations which is one of the crucial aspects of the community policing program. As for Problem-oriented policing, it too has been successful in carrying out it objective and has proven to be effective in determining community obstacles but also in a limited manner. Research found problem-oriented policing may not function as desired due to law enforcement feeling pressure in decentralization, not implementing the program fully and being a slow process to implement. Problem-oriented policing presents an alternative approach to policing that has gained attention in recent years among many police agencies. Problem-oriented policing grew out of twenty years of research into police practices, and differs from traditional policing strategies in four significant ways.
Community policing is a strategy used by various departments in order to create and maintain a relationship between the law enforcement agency and the community being patrolled. Community policing is composed of three critical components, community partnerships, organizational transformation, and problem solving (Gardiner, 154, 2016). Community partnerships are pivotal in community policing since they increase public trust and create am improved relationship in law enforcement agencies better serving the community (Gardiner, 87, 2016). These partnerships not only offer public input but also encourage the public to cooperate with law enforcement agencies in order to minimize crime within the community (Gardiner, 88, 2016). Unlike, the traditional strategies of policing, community orientated policing has been adopted by two-thirds of agencies in order to improve public safety and control crime. (Gardiner, 148, 2016).

The police are usually charged with the great responsibility of ensuring that citizens are living quality lives that are free of crime and fear. In order to perform this duty effectively, the police need accurate and deeper knowledge of the citizens and issues they encounter in their daily lives. This knowledge will not be easy to come by if the police work independently from the citizens. Over the last several decades, police agencies have been working to gain the respect and the cooperation of the communities they serve. Community Oriented Policing was introduced to bring a closer working relationship between the citizens and the police.
Community oriented policing has been around for over 30 years, and promotes and supports organizational strategies to address the causes, and reduce the fear of crime and social disorder through problem solving tactics. The way community policing works is it requires the police and citizens to work together to increase safety for the public. Each community policing program is different depending on the needs of the community. There have been five consistent key elements of an effective community oriented policing program: Adopting community service as the overarching philosophy of the organization, making an institutional commitment to community policing that is internalized throughout the command structure, emphasizing geographically decentralized models of policing that stress services tailored to the needs of individual communities rather than a one-size-fits-all approach for the entire jurisdiction, empowering citizens to act in partnership with the police on issues of crime and more broadly defined social problems, for example, quality-of-life issues, and using problem-oriented or problem-solving approaches involving police personnel working with community members. From this Community Police Consortium, the BJA put together a report titled Understanding Community Policing, A Framework for Action, which focused on developing a conceptual framework for community policing and assisting agencies in implementing community policing. The basis for this consortium was much more direct than the previous efforts set forth by Presidential Commissions during the 1960’s and 1970’s, and led to what became known as the Community Oriented Policing Services (COPS, Title 1 of the Violent Crime Control and Law Enforcement Act of 1994). The core components outlined in the BJA report listed the two complementary core components to community policing: community partnership and problem solving. The report further stated that effective community policing depends on positive contact between patrol officers and community members, establishing and maintaining mutual trust as the primary goal of a community partnership, and police and community must join together to encourage and preserve peace and prosperity. While these are just a few of the recommendations listed in the report, there were many more that set forth the framework for community policing, but these were the core components.
The key characteristics of community policing are as follows: Police officers are usually called upon to be particularly thoughtful, creative problem solvers. They are asked to listen to the concerns of community members, to logically reason out the roots of problems, to identify and research potential answers, to implement solutions, and to assess results. Police officers work in partnership with concerned citizens. The second characteristic is that police officers are visible and accessible component of the community and work with youths and other community members top address delinquency problems. On the third characteristic, police officers patrol a limited number of jurisdictions on foot. The so-called foot patrol officers are believed to be more approachable and offer a comforting presence to citizens. The fourth and last characteristic that will be mentioned on this paper is that the community policing have decentralized operations, which allows officers to develop greater familiarity with the needs of various constituencies in the community and to adapt procedures to accommodate those needs.
There are many different ways of policing in the 21st century and all address and apply different theories and ideas to try and control the crime this day in age.
