Twain's animals are the drivers in his satire, used as a part of "standard" to be compared to for his audience to the unlawful acts people submit and the unnecessary practices they take part in. Twain wrote this piece hoping for the people to realize and better themselves for the sake of humanity, but he does not seem as though he would try to do so himself, thus incorporating satire in the writes. Twain is likely using the animals to show the the issues that exist in the human world, and point out for his audience's these issues. Man is merciless.
