The Critical Convention By: Niko Tomaro recorded in Philadelphia Pennsylvania, September 17, 1787 The war has ended, but the work has now begun. Congress met on the first Monday of December 1787 in the United States Capitol to start the enormous task of trying to unite the states together. Congress had the most brilliant scholars working on this problem. The same people who created the Articles of Confederation. The original Constitution of the United States of America was one of the staples to the basis of the Convention. The delegates knew that Compromising was key when it came to the small states and the bigger states. From five states arose delegates who would soon propose an idea that would impact the United States greatly. The idea was to hold a meeting in Philadelphia called the Constitutional Convention in 1787 meant to discuss the improvements for the Articles of Confederation and would later be called the United States Constitution. The United States Constitution was greatly influenced by Ancient Rome, the Enlightenment, and Colonial Grievances.
For weeks convention delegates have been argued over representation in congress, Large States want it based on population. Small states want each states to have the same number of votes. representative s shall be apportioned according to population. The number of shall not exceed one for every thirty thousand, but each state shall have at least one representatives. This piece of evidence relates to the argument because they said that big states has more power than small states that is why big states only need one representative.
During the American Revolution the not yet established United States, held two Continental Congresses that eventually help defeat Britain. The First Continental Congress informed the local militias to prepare for war. The Second Continental Congress helped end the war and issue the Declaration of Independence. The Second Continental congress sought out to create a national government for our new country named the Articles of Confederation. However, The Articles of Confederation had many problems, for example, Congress and the states shared the right to regulate currency and issue money. This led to an excess of currency, which pushed down the value of currency and created inflationary pressure on the Continental dollar. On September 28, 1787 Confederation Congress sent out the draft of the Constitution. This was the first time in history for the people to debate, discuss, and decide with a vote for how they wanted to be governed. There were two groups that debated the thought of the Constitution. They were called Federalists and anti-Federalists.
At the time, larger states like Virginia were creating an unfair amount of power for themselves that the small states didn’t have. In the new government, Congress was created to make laws, and was made up of the House of Representatives and the Senate. The House of Representatives would give states a number of Representatives they could have based on their population. This would give fair power deserved to the larger states. The Senate however would be two and only two Senators for each state, no matter how large or small, bringing some equality to Congress.
Several delegates submitted plans for consideration that would strengthen the national government two such plans were the Virginia and the New Jersey Plan. Despite much of Virginia’s plan being accepted, if a compromise had not been reached the New Jerseys plan would have been more workable because it offered: equal representation of the states, provided operational means to congress, and was not a radical departure from the Articles of the Confederation. To begin with the unequal representation of the states in the Virginia Plan was of great concern and controversy while the New Jersey Plan retained equal representation of the states. Virginia proposed a bicameral legislature that included elections by the people and appointments by those elected.
In one house, the Senate, every state is represented equally regardless of population. In the lower house, the House of Representatives each state receives one representative for a set number of people. This satisfied all of the states and helped resolve one of the greatest conflicts while writing the Constitution. Another conflict that arose was with the counting of slaves in the census used to set the number of representatives per state. This was resolved under the Three-Fifths Compromise which stated that every slave would be counted as 3/5 of a person, although these slaves were given no voice or rights.
More and more states became interested in these changes and decided to meet in Philadelphia on May 25, 1787. On this date the Constitutional Convention was held and the U.S Constitution was presented as a new plan of government that would completely replace the old system. This new plan called for a strong central government that would have highest authority on legislation and implementing laws. The federalist papers supported the choice to replace the Articles of Confederation and advocated for a strong central government. They persuaded citizens that this new form of government would build a stronger national unity and it would provide greater protection overall.
Therefore, in 1787, two delegates by the names of Roger Sherman and James Wilson introduced the Three Fifths compromise in the Philadelphia Convention. The Three Fifths compromise states that a slave be counted as three-fifths of a person. Therefore, the population of the southern states equaled the population of the northern states. Since the beginning of their new nation, the United States had many differences between the Northern and Southern states. During the Constitutional Convention they disagreed on how to determine their representation in the house based on population; the Southerners wanted to count their slaves and the Northerners did not, which lead to the three-fifths compromise.
