The purpose of this paper is to go over the issues and problems that often arise in the public administration field. A lot of the agencies have issues and problems that are faced on day to day bases. Things such as fraud, stealing, in adequate resources, human errors, and other things that are conducted can cause issues and problems. When it comes to solutions to the issues and problems there has to be ways to make things better. In order to make things better research has to be done in order to find out what is needed there has to be research done. We have to find out what works best for the agency, the employees, and the public. There are many different ways to conduct research. Some of the ways to conduct research is through quantitative research method, the qualitative research method, and the mixed research method. When it comes to conducting research there are several different methods that can be used. Some methods of research that can be used are descriptive research, well-controlled experimental and quasi-experimental research studies, and research that involve a large-scale field research studies.
The problem that I will be taking a look at is the issue/problem of public welfare. Public welfare was put into place in order to help low income people that are not able to work due to some type of illness, not able to find employment, or they are not able to make ends meet on their own. Within the welfare system there are many, many people that receive money from this program. The purpose of this program is to provide temporary assistance to needy individuals and families. It is very important when it comes to there is a wide range of public funded programs that contributes to the American social welfare. There are many different services that are funded by the federal government that is delivered by private organizations. There are many different parts of the interdependent network of the public and private efforts that is used to for the further social welfare programs. Some of the services that are provided are “child welfare programs such as child abuse and neglect prevention, foster care, and adoption. There are other programs that will benefit children include publicly-funded child care, education, and family planning services. There are many American public sector that supports many state and local health and human services through the Social Service Block Grant to individual states”(Marx, J., pp. 7).
This mini-paper will discuss the social welfare system. The mini-paper includes a discussion of welfare Policy, residual and institutional approach, and what is Social Welfare and Social Security. Midgely, (2009), pointed out that social welfare systems deliver services that facilitate and empower our society, especially to those persons who require assistance in meeting their basic human needs. In the summer of 1996, Congress finally passed and the President signed the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996", transforming the nation's welfare system. The passage of the Personal Responsibility and Work Opportunity Act sets the stage for ongoing reconstruction of welfare systems on a state-by-state basis. The combined programs will increase from nearly $100 billion this year to $130 billion per year in 6 years. Programs included are for food stamps, SSI, child nutrition, foster care, the bloss grant program for child- care, and the new block grant to take the place of AFDC. All of those programs will seek $700 billion over the next 6 years, from the taxpayers of America. This program in its reformed mode will cost $55 billion less than it was assumed to cost if there were no changes and the entitlements were left alone. The current welfare system has failed the very families it was intended to serve. If the present welfare system was working so well we would not be here today.
In today’s America, there are many people who would either be disgusted at the very mention of Welfare or be highly grateful for its existence. I believe that in order for welfare to be more effective in America, there must be reform. From the time of its inceptions in 1935, welfare has lent a helping hand to many in crisis (Constitution Rights Foundation). However, at present many programs within the system are being abused and the people who are in real need are being cheated out of assistance. The year after the creation of welfare unemployment was just about twenty percent (Unemployment Statistics). The need for basic resources to survive was unparallel. Today, many people face the same needs as many did during the 30s. Some issues with
Welfare programs are an important part of American society. Without any type of American welfare, people will starve, children will not receive the proper education, and people will not receive any medical help simply because they do not have the resources available to them. Each of the three aspects of the American welfare system are unique in their own ways because they are funded differently and the benefits are given to different people. While support for these welfare systems has declined in the more recent years, the support for it when it was created was strong. There are three aspects of the American Welfare System that include social insurance programs, public assistance programs, and private or sector welfare.
Being raised in a single-parent lower class home, I realize first-hand the need for welfare and government assistance programs. I also realize that the system is very complex and can become a crutch to people who become dependent and complacent. As a liberal American I do believe that the government should provide services to the less fortunate and resources to find work. However, as able-bodied citizens we should not become complacent with collecting benefits and it is the government’s job to identify people who take advantage of the system and strip benefits from people who are not making efforts to support themselves independently. I will identify errors that exist within the welfare system and several policy recommendations to implement a change that will counteract the negative conditions that currently exist.
While humans have for generations acknowledged the importance of children in the society, the government involvement in child affairs has been varied over the decades. In the US, the government did not play a major role in the promotion of the welfare of children and youth in the country by the end of the 19th century. This trend changed in the early years of the 20th century when the federal government started to demonstrate a major interest in child welfare. This took place in the progressive era which saw the immergence and active engagement of the child-savers movement. Owing to the efforts of such organizations, several policies and legislations were worked on by the US government from the start of the 20th century to promote child welfare in the society (McGowan, 2005). The marked shift by the government in social welfare was caused by some important economic and social issues that were taking place in the progressive era.
Woodrow Wilson’s purpose in writing “The Study of Administration” is to bring awareness that the government systems in place need to be re-evaluated and improved. Wilson encourages we need to examine the history of administration set forth by others in determining certain needs to be accomplished in effective ways and methods. Wilson’s desirable outcomes for research within the public administration field are for government systems to become more productive and organized.
In the future I would like to see myself, as a continuously promoted public official who could possibly become a pro-active politician in today’s demanding political arena. To achieve this, I would like to gain more knowledge which can help me reach intellectual maturity to the latest practices adopted in the field of Public Administration. My desire for self-development in this area and curiosity to learn past and contemporary developments in different societies will help me to solve the problems easily.
Public Administration involves the development, implementation and management of policies for the attainment of set goals and objectives that will be to the benefit of the general public. Since Public Administration involves taking decisions that affect the use of public resources there is often the question of how to utilize public resources for maximum public good.
