Youth gang activities has become a public health concern to cities, state and local authorities in the United States. This is because gang-involved youth are more likely to be involved in violent criminal behavior than the ones with no gang affiliations. According to Thornberry et al. (2003), youth gang members are disproportionally involved in all adolescent violent criminal offenses. Decker and Pyrooz (2010, p. 129) posited that ''gang homicide rates are estimated at up to 100 times that of the broader population". Researchers have differed on the specific age of youth gang involvement, but several studies suggested ages ranging from 11-18.

This TPB construct relates to an individual's perception concerning the expected outcomes of a specific behavior as well as the individual's evaluation of those likely outcomes (Ajzen, 1991). These behavioral beliefs then lead to a favorable or unfavorable attitude toward that specific behavior. For example, the at-risk youth may have positive perception of gang behavior, because of their exposure to certain risk factors such as unsafe neighborhoods(Decker & Winkle, 1996) . To this end , this campaign will communicate to the youth from socio-economic depressed neighborhoods and high crime rate areas that, abstention from gang related activities will not expose them to victimization and that , the community will provide them with the needed resources to remain gang-free. Support for this message comes from Merrin et al.(2015). A regression analysis comparing current gang members and non-gang members found that bullying provides statistically significant prediction of gang involvement(X2=4,166.41 p < .001.) .They concluded that youth who have experienced bully or other forms of threats in their neighborhood are 60% more likely to join gangs than those who have not. Viljoen et al. (2005) also supported a link between bullying and gang involvement when they reported that bullies were 2 times more likely than non-bullies to be members of youth gangs.
