Historical Perspective
As mentioned earlier, to understand how we continue to improve upon programs and services provided for military and veteran students, it is imperative to understand the foundation or the “beggings” of where support for these services originated. It was found that Rumann and Hamrick (2010) suggested that military students were being affected by higher education, noting information back to the early 1800’s and the Morrill Act. The Morrill Act incorporated military training into land grant universities. Later ROTC programs were starting to be created by 1916 and were being implemented on campuses across the country. Stewart (2014) mentioned that upward Bound programs a TRiO program, which is a program designed to help underprivileged students or first generation student have more accessibility to higher education was introduced. The program emerged when the Economic Opportunity Act of 1964 was established as to response to President Johnson’s war on poverty. It was later in 1972 when Upward Bound programs initiated a response to helping military and veteran students, that’s when Veteran Upward Bound programs were created to help with this growing population of underprivileged military …show more content…

The frustrations came from the bureaucratic structure of higher education and the difficulty they have experienced navigating the process upon discharge and return to civilian life (O’Herrin: 2011, Cook & Kim: 2009, Radford, 2009 as cited in Cass and Hammond, 2014). These events pushed for educational and cultural needs from military members to be able to transition back to civilian life and to college. Bonar & Domenici (2011) stated students from this operation came back with more of concern dealing with mental health issues. With these students, programming became critical in working with veteran students and the services provided around mental health issues.
