Understanding Social Welfare of Hong Kong
Hong Kong has a unique history, governing system and economy. These
three unique features are crucial to an understanding of the social
welfare in the territory. In this essay, I will illustrate the
development of social welfare in Hong Kong during different periods.
At the end of the paper, I would take a look at the changing attitude
of Hong Kong people towards the social policy.
Before World War II
In this period, the term 'social welfare' refers to limited social
security and social services. Due to imperialism and colonialism,
social welfare provided by the colonial government was very scarce and
developed as a response to address immediate social needs. Besides,
the governors of Hong Kong would change after every 4 to 5 years and
the population in Hong Kongfluctuated to such an extent that the
government see unnecessary to implement any long-term social policy.
Social welfare services were mainly provided by voluntary groups such
as Christian church and traditional Chinese organization (clansman
associations and charity organizations). They were supported by
private donations. Health services (e.g. Tung Wah Group of Hospitals
(1872) and Po Leung Kok (1882)) were provided by the Chinese Charity
organizations. Other mutual aid committees were set up by these
non-government organizations (N.G.Os).As we can see, there is only
little role of the Government in providing social services.
After World War II
Due to sudden surge of refugees from the Mainland China, the colony
faced many problems and there is a need to reconstruct the social

During this period of economic downturn, the people may want more from
the government, but instead of providing more, the government decided
to cut the expenditure on welfare due to huge budget deficit. So, it
sounds like the government refuse to hear citizens' cries and demands.
The communication gap between the government and her citizens widens.
Conclusion
Social policy is controversial and full of conflicts. What's more, the
disfavoring of welfare provision in Hong Kong by the Central
authorities had definitely hindered the government in providing more
welfare service. The rigidity in the government may lead to disastrous
problems and lead to social instability. Therefore, the Government
must think thoroughly and consult the public whenever new policy is
implemented.

Hong Kong has been one of the most prosperous cities in the world for many years. The idea of Hong Kong being returned to China was frightening many Hong Kong people in the early 80s, but the handover turned out to be a memorable moment for most of the citizens. Today, Hong Kong is no longer a colony of Britain and Chinese are holding most of the top positions in the government. Not only the political and economic issues have been changed a lot, but also the school system has. Before 1997, most subjects at schools were taught in English. Although it has been hard for students to learn materials with their second language, they have been pushing themselves to move along with it. However, after Hong Kong was returned, many of the secondary schools had been forced by the Chinese government to change almost all the subjects to Chinese. It is true that the contents of the books would be more understandable for the students, but the sad thing was that everything would be changed back to English at universities, which would course a pain for the students.

Welfare states are a way for the state to establish and finance public utilities, implement and improve a set of social welfare policies and systems, intervene in social and economic life, and ensure the normal operation of social order and economic life. In Schwartz's "History of American Law," the welfare state refers to the historical stage between the Roosevelt New Deal and the outbreak of World War II.
According to Sherwood (2001) ‘96% of Buddhist organisations are actively involved in education and social welfare activities.’ There are many social welfare activities that Buddhists contributes in Australia by which are based around nine categories: education of the adult public, education of children, working with the sick in hospitals and hospice, working with the sick and dying in the community and in palliative care, visiting prisons, working with drug addicts, fundraising for the poor and needy (in Australia and overseas), speaking up for human right and against oppression, and compassionate activities on behalf of non-human sentient beings.

The sense of national identity is important in increasing the social mobility and social cohesion. These social elements accelerate the development of the society. Hong Kong returned to China but Hong Kong youth is deficient in national consciousness and claimed that they are Hong Kong citizens rather than Chinese. It was a Tuesday afternoon and I was just getting to my psychology class and as usual I was chit chatting with my neighbors in class, Cpl Christie and Fausnight about the things that each of us did this weekend. Just when I had finished talking to Kara (Fausnight) about her weekend our psychology teacher Dr. Douglas walks in. As she is walking in I in my peppy self- personality ask how her weekend went. Policies govern the way in which we live. They dictate and shape our lives and distinguish which services are being implemented by the agencies many of us work for. Furthermore, social welfare policies are put in place to help the client population we service and are designed to promote the wellbeing of its citizens. Social welfare policies were designed to “service the needs of particularly vulnerable or disadvantaged groups such as foster children, low-income families living in inner-city areas, or people with mental illness” (Midley, 2009, p. 5). Social welfare policies affect us on many levels and is not only designed to protect the vulnerable population but also to protect employees benefits which include but are not limited to the benefits such as Social Security, Medicaid, and Medicare. These policies recognize that we all have a hierarchy of needs and in order for us to reach our fullest potential, those needs must be met as mentioned by Abramovitz.
Before 1997, the Britain Colonial Government governs Hong Kong, and thus the social policy was also established by it. Yet, there was an important event happened to Hong Kong in 1997, which is the change of sovereignty.
