The uncertainty in clinical decision-making or clinical ethics is when a healthcare practitioner perceives the values of others to be in conflict with their own personal, religious or professional values. Research ethics are policies or rules and regulations that are put in place when a facility or organization participates in research activities. There are specific ethical principles that must be used to guide all research of human subjects. This is the respect for the person, beneficence (the act of doing good) and justice. The compliance of rules, laws, and regulations are polices set in place to govern administrative conduct. The rules are assigned so

that everyone must “comply” with the official requirements. It is the healthcare administrators responsibility to provide training in what the policies, rules and regulations are and they are also responsible for applying consequences to the medical facility staff for not adhering to these guidelines.
Ethics versus compliance programs are discussed in various articles. Nelson (2012), found that despite the distinctions between them, ethics and compliance programs overlap in several ways (p.46). Compliance is what is expected of us in the society to obey laws and regulations. In the healthcare field, compliance programs inform and monitor adherence to the state and federal laws and regulations plus any policies and procedures. These programs monitor activities such as billing and coding, reimbursements and any potential conflicts of interest. Compliance programs can also manage audits to discover any issues of non-compliance. The compliance program is crucial to the effectiveness of risk management. The advantages to having a code of conduct are that it reinforces the profession and weaves together commitments to the profession, the medical facility and the

patient. Some disadvantages are it is sometimes used solely as a tool to punish and it can be perceived as condescending (Martin, 2013).
Healthcare administrators are progressively assuming leadership and management responsibilities for multiple units and departments within a medical facility. Regardless of the environmental situation, administrators spend significant amounts of time and place high value on communication, problem solving and decision-making, collaboration with other colleagues, people development, and cost containment (Purnell, 1999).
