The 2004 Indian Ocean tsunami was one of the deadliest and most destructive in recent history. It was even catastrophic for a country like Maldives that never experienced disasters of such scale. While some of the islands in Maldives were completely destroyed and a significant number of lives lost; the damages to economy, infrastructure, environment and human psyche was immeasurable (Pardasani, 2006, p. 80). Having only dealt with storm surges and localized flooding, “there were no operational plans or capacity to deal with a disaster of this magnitude” in Maldives (Government of Maldives, et al., 2005, p. 9). Despite some organizational shortcomings, mostly owing to their lack of experience in managing large-scale disasters and limited capacities, studies conducted by experts and professional bodies (such as Patel & White, 2006; Pardasani, 2006; United Nations Children's Fund , 2006) indicate a swift and adequate response from the Maldivian Government and response tools.
On Sunday, 26 December 2004, a magnitude Mw 9.1-9.3 earthquake occurred in the epicentre off the west coast of Sumatra, Indonesia. The two tectonic plates, Asian and Indian, shifted by 1,000 km fault line by as much as 20 meters. According to Charles Ammon, professor of geosciences at Penn State University, the earthquake lasted for 500-600 seconds as opposed to the usual few seconds, releasing energy equivalent to a 100 gigaton bomb and causing the entire planet to vibrate as much as half an inch (Walton, 2005). Brown (2005) stated in his review that although transportation hindered emergency response and the government “faced a steep learning curve in early stages of the disaster”, its response was “remarkably effective”. The tsunami in Thailand that occurred on December 26, 2004, was by far the largest tsunami catastrophe in human history. It was triggered by a magnitude 9.1-9.3 earthquake along the Indian-Australian subduction zone off the northern coast of Sumatra. The tsunami waves traveled primarily in the east to west direction and caused major damage along the coasts of southern Thailand. Unpredictably, it was a violent earthquake beneath the sea that initiated the massive waves and struck more than a dozen countries in Southern Asia. It also destroyed thousands of miles of coastline and even submerged entire islands permanently. Throughout the region, the tsunami killed more than 150,000 people, and a million more were hurt, homeless, and without food or drinkable water, making it perhaps the most destructive tsunami in the modern history. In spite of peninsular Thailand's location facing the northern part of this subduction zone, the lack of any written historical records, together with the lack of any major local seismic activity, the tsunami caused thousands of fatalities and huge economic losses in the popular tourist regions in Thailand. Immediately after the disaster, numerous organizations and individual citizens have helped out and contributed to this devastating tsunami. Indeed, the tsunami in Thailand was a worldwide event, with significant wave action felt around the world. In this context, I am focusing more on the key features of the tsunami’s natural causes, the psychological effects on citizens, the perspective of socio-economic impacts and the consequences of the tsunami calamity.
The 2004 Indian Ocean earthquake and tsunami took place on December 26th, 2004 and had a magnitude of 9.15. The cause of the Sumatra Tsunami was due to the sliding of two tectonic plates. Sumatra, an island in Indonesia, is situated on the boundary of the two plates; part of Sumatra is situated on the India/Australian plate and the other part is on the Eurasian plate. The Indian/Australian plate and Eurasian plate connect on the ocean floor at the boundary, a little over 100 miles off the short of Sumatra. Sumatra was one among the many countries that was impacted by these natural disasters. To fully understand the Sumatra Tsunami one must examine the events that led up to it, what a tsunami is, and the damage caused.
TOHOKU, Japan, Friday, Mar. 11 -Yesterday, a 9.0 magnitude Earthquake struck the east of Tohoku, Japan. The epicentre of the earthquake was located approximately 72 km east of Tohoku (38.3 degrees North latitude and 142.4 degrees East longitude), or 130 km east of Sendai as shown by the X in figure 3 below. The focus of the earthquake was 24.4 km under the epicentre. The earthquake therefore caused a tsunami due to the displacing of water above the Pacific Plate. The earthquake and tsunami together have caused approximately 20,000 deaths, 6152 injuries and 2500 people missing. Approximately 90% of these deaths were by drowning. Approximately 140,000 people have been displaced and over 500,000 buildings and structures have been destroyed or damaged. The early warning system of Japan stopped many bullet trains, and many residents received texted warnings of the earthquake and tsunami on their mobile phones giving them time to evacuate. Government preparation efforts had been in the works for years prior to Hurricane Katrina striking the Gulf Coast. In fact a recent as 2004 a hurricane drill was hosted by FEMA simulating a disaster event rivaling that of Hurricane Katrina including the evisceration of the city in also a similar manner. This drill, otherwise known as the “Hurricane Pam” drill, caused enough of an effect to get additional funding for preventative measures.
So far in the American history, hurricane Katrina remains to be one of the most devastating hurricanes to have ever been witnessed. Though preparation were already in place to counter its effects, the storm’s impact turned out to be one of the most unprecedented ever seen. This is even notable from the way government agencies reacted to this disaster. It brought out the inefficiencies and inadequacies of the emergency units both at the federal and state level. This is because these governments’ response standards to this disaster were far much below the threshold expected. Government efforts could not match, and hence counter, the impacts of hurricane Katrina. This led to loss of massive property and people’s lives and property. Local and Federal governments face criticism up to date because the private sector seemed more prepared to counter effects of hurricane than the government.
A systemic crisis is a crisis in which the breadth of impact reaches many individuals within the system; for example, schools, businesses, entire communities, regions, or it may be worldwide. The individuals involved in a systemic crisis can become overwhelmed with the enormity of the situation and need physical and/or psychological assistance to regain control. Systemic crisis interventions require a combination of strategies working cooperatively together across multiple agencies to effectively address all potential needs of the victims.
