For the most part, the Amnesty Committee has been considered a failure and a great disappointment by many critics. Regular criminals misrepresented their crimes as political ones consisted of most of the applications for amnesties. The crimes that had been politically motivated did not produce the informative element the Committee had hoped. Additionally, criminals pursuing amnesty placed blame on individuals who had died distancing themselves from any blame. Additionally, victims state that the information gathered by the amnesty committee does not accurately describe the severity of the apartheid era. Military negotiations between the South African National Defense Force and African National Congress liberation group began in April 1993 and was dedicated on military matters such as, the creation of a new united military force, integrating allies and opposing military groups currently identified as the South African National Defense Force. During the integration process, militant groups were asked to submit an application that included a roster list in order to identify the group and individuals for consideration. Many of the soldiers who participate in these militant group were found to be unemployed and lacked any formal education. Allegations of corruption and inaccuracies plagued the disarmament, demobilization, and reintegration procedure. Opponents of integrating armed forces believe many of the militias have been wrongly identified as combatant groups. Many military groups had trouble presenting whole and correct evidence of their group, in part because of a lack of documentation and misrepresentations by higher officials.
