Abstract
The study will examine how Law enforcement officers can use real-time social media information to anticipate public gatherings and protests and prepare in advance to maintain the peace. The study will specifically focus on the riots in Ferguson, Missouri. How people interact has evolved over the past decade. There is a digital mindset where people share ideas, photos and personal information through web type forums. Law enforcement can use the information that is shared through social media to gather information on an individual or group. The information can be where someone lives, who their associates are or their hobbies and interests. This information can be analyzed by law enforcement to further an investigation and or prevent

The tools used by law enforcement, from wanted posters to police radios, patrol cars and now social media such as Facebook, YouTube and Twitter have radically changed how one behaves and operates. Community policing has changed with the onset of social media to locate missing children, alert neighbors of suspicious activity and even inform the public about crimes committed in their neighborhoods. Intelligence gathered from social media has become extremely pertinent for law enforcement agencies and for defense and prosecution personnel in assisting with their cases in searching Facebook pages, Twitter feeds or YouTube videos looking to discredit witnesses, establish law enforcement bias, locate evidence or establish links between gang members. Law enforcement use this information to prepare for such events and to take measures in containing and keeping the peace. By knowing when, where and how many people may be gathering in one area, law enforcement can send the appropriate number of officers to the exact area to control and monitor the groups actions to ensure a peaceful and safe event. In Stephens article, he tells how “Social media could serve as a source of live, raw information. It could summon people to the streets and coordinate their movements in real time. And it could swiftly push back against spurious media narratives with the force of a few thousand retweets”. He explains how technology can be used to push to change problems in our society and encourage us to get up and do something about it. Being able to use our capabilities if technology to fullest is “A huge reason for all this success is that, perhaps more than any other modern American protest movement, they’ve figured out how to marshal today’s tools”. In McKinnon’s explanation, she states how “To their credit, some companies such as Apple, Microsoft, Google and Facebook have joined forces with civil liberties groups in an attempt to persuade the Obama administration not to push anti-encryption measures that would enable government and law enforcement officials to access our secure communications”. Because the justice system isn’t always in favor of the innocent, people have started to stand up for their rights. Whether it is by protesting or even showing their support on social media, this nation’s youth is standing up to these injustices and demanding their rights back. They are a community standing together against injustice. Social media has paved a way that allows today’s youth to connect and collaborate in order to achieve this. They come together through art, music, literature, protests, etc. to illustrate their support. Social media allows the entire world to see what is really happening. According to Rose and Fox (2014), 'widespread use of social networking sites [...] has changed the way individuals engage with news, political institutions and society' (p. 774); as a result, the public perception of social issues, understanding of crime, and assumptions about criminal justice are challenged by a new digital and online interactive environment. Therefore, given the present-day critique of the established news media and their institutionalised misrepresentation, new ways of looking at crime pose a threat to the hegemonic cultural production of information. This essay is going to discuss this potential problem for news outlets, drawing on examples from the Black Lives Matter justice movement and its reliance on citizen journalism. Firstly, it will be shown how the contemporary media environment changes, and what alternatives to the mainstream are available through online platforms. On the other hand, the text will consider complexities embedded in online communication networks, and ways in which citizen journalism affects representations of criminal justice. Social media are websites or application that allow users to share information or photos. When you post information or photo on social media everyone on that website can see what you posted. People post pictures with them on vacation or out of town. This results in their house getting invaded or robbed. This is a result of personal freedom because people got on private property without permission.
Unfortunately, not all law enforcement agencies are taking advantage of them. That’s why it bears taking a deeper look at these tools and initiatives, to show how they can help fulfill the mission laid out in the Preamble to the United States Constitution – especially the part about insuring domestic tranquility and providing for the common defense. Something that has definitely changed in the years since 9/11 is how much more information is publicly available to law enforcement through the Internet and social media. Internet search tools, social networking sites and other technologies have grown considerably, which means investigators have a greater amount of publicly available information to use in learning about suspects and building a picture of their activities. Including information people publicly publish in their own Web-based profiles.
And finally let’s talk about how social media has an impact on gangs plans and their activities. With the help of social media, people can help stop gang plans for violent crimes by catching a possible tweet or an Instagram post. They can catch it and report it to the police before anything comes to fruition. Instead, it is being used as an advantage to the gangs as they are setting plans to do their crimes through social media websites like Twitter.
The development of a social media order among officials can prove to be quite challenging. Law enforcement officials must be meticulous in their use of networking sites. A spokesperson for the Department of Justice says, “We will continue to use publicly available information individuals post online about their illegal activities or false statements to law enforcement officials in our investigations” (Ellis 2010). As a method for their social media investigations, law enforcements go undercover on social media to communicate with the suspects and gain their personal information. In order to do so, they must gain consent and cooperation from the media sites. MySpace has created a 24/7 hotline and e-mail account to assist police investigations. A MySpace representative says that they are “making sure law enforcement gets the information they need in a way that complies with all laws in order to be admissible in court and protecting the privacy of users from unauthorized exposure” (Ellis 2010). Facebook, on the other hand, has a stricter policy on providing them with information as they created an emergency policy for providing a user’s personal information. A Facebook spokesman says that “One hypothetical is a kidnapped child where every minute counts. It is in this type of instance where we have verified an emergency that we feel a responsibility to quickly share information that could save someone's life" (Ellis 2010). Technology has opened new encounters and opportunities for the criminal justice system. There are so many new practices of criminal activity, such as computer crimes. There are different types of computer crimes that many people become victims of every day. Computer crime is any crime that involves a computer and a network. The computer may have been used in the commission of a crime, or it may be the target ("Computer Crime: Chapter 2: What Are the Crimes?", n.d.). Crimes such as data diddling, pump and dump, social engineering and spoofing are computer crimes. Even though these crimes are difficult by privacy issues, the new technology has made investigations and prosecutions well organized and effective.
