The letter that Skylar had been waiting on for a while finally arrived. It’s his acceptance letter to The Fort Valley State University 1890 land-grant institution. This is the conversation we had on the bus ramp early one morning as Skylar was entering the building. Skylar has been one of my best agriculture students for the last four years. He is dedicated and has a strong willingness to succeed. Since the first day of my class he has always had a dream to attend college, but because he was a special needs student and money was a problem he wasn’t sure he would be accepted. This acceptance letter was proof for him that he was going to college and become an animal science major. Skylar is the first in his family to go to college. He was responsible for the Morrill Act that established federal funding for establishing land for many agriculture universities. In 1862 President Lincoln signed into law The Morrill Act. This act granted each state the proceeds from the sale of public land that could be used to establish colleges designed to teach agriculture, mechanical arts, classical studies and ROTC. This act was designed for the working class; this land grant bill was intended to advance all but because of segregation the opportunity for blacks in the southern states was not an option. This discrimination prompted Morrill to develop a second Morrill Act. This second act established in 1890 allowed the southern states to allow one black and one white institution per state for education and still be in compliance with an equitable distribution between blacks and white schools.
