Consensus building is a conflict-resolution process used mainly to settle complex, multiparty disputes. The consensus building will allow the Pine Grove Forest community to come together to develop a mutually acceptable solution that will curtail both the loud noise/music and driving in the community above the speed limit of 25 miles an hour. The Pine Grove Forest homeowners associations (HOA) office can assign people to make calls, flyers, and email residents to attend a town hall meeting to discuss the problems in the neighborhood. The Pine Grove Forest Community problem is the loud noise/music, and speeding in the community. The Pine Grove Forest Community council leader must clearly identify the loud/noise and speeding in the community to the city council as a problem to make it on the city council policy agenda. • Policy Formulation is the second stage of the public policy process in which public officials develop proposed course of action, alternative, or options for addressing the public problem. Once the Pine Grove Forest Community problem makes it on the agenda; the city council members will develop proposed course of action, alternative, or options, on what should be done about resolving the issue of the Pine Forest Community? For example, the city council could issue a noise ordnance; or if the city council members elect to do nothing, just leave it alone, in hopes that the loud/music and speeding in the community will resolve itself, which will fall back on the Pine Grove Forest Community level.
