Question One: The ‘culture of poverty’ as explained by Mead is derived from a 1960’s sociological concept of the same name, whereby there is a contradiction between those impoverished and lessening barriers that are faced. Mead takes note of how those impoverished hold the mindset of ‘dutiful but defeated’, wherein the impoverished hold traditionally orthodox values about the nature and outcomes of employment but feel personally unable to do so due to external obstructions that structurally make their advancement severely constrained. In reality, as highlighted by Mead, the reason for impoverished joblessness is due to an individual’s ‘lack of mastery’ in their own life – showing poor life and work skills. Means-testing: Taken alongside taxation and clawback to refer to a test of income, means-testing is defined as a set of techniques for identifying people who have a limited command over resources. It has the advantages of vertical redistribution, efficiency, and reducing overall benefit costs; and it has the disadvantages of relative residualism, selectivism, and process objections. Conditionality: Conditionality refers to the conditions that may be applied to an array of benefits or services, with some conditions being absolute to the functioning of a benefit or service. There are three rudimentary additional conditions that are involved in imposition such as the administration of benefits or services, conditioning as a method of targeting, and those imposed on moral or political terms.
