The use of probation is the most common response to juvenile delinquency following adjudication (Elrod & Ryder, 2014). There are several key issues with juvenile probation, including understaffing of probation officers, inadequate resources to services, as well as insufficient training. In order for probation to be more effective, there needs to be more staff, additional training and education to assist probation officers, moreover added resources in the form of funding or advocates to assist with rehabilitation. There should be more opportunities for education made available to juveniles. There are alternative learning organizations which could provide the needed resources to juveniles who cannot follow along in a normal classroom environment. It is important to recognize each juvenile is unique meaning the manner in which they learn is just as unique. Once the learning system is identified this could allow for the placement in the appropriate program. The community-based programs struggle to provide assistance due to a lack of funding and in some cases a lack of participation from the community (Elrod & Ryder, 2014). It is import to provide these programs with funding assistance as well as encourage the community to become more involved with the youth. The adjudication process can be prolonged due to the congestion of the court system (Elrod & Ryder, 2014). The state could consider employing special judges as well as prosecutors to assist with court congestion. There are juveniles in adult facilities, this increases the chances of assault while incarcerated (Elrod & Ryder, 2014). There should never be an instance where a juvenile is incarcerated with an adult. One of the fasting growing juvenile treatment and interventions programs are known as teen courts. Teen courts serve as an alternative juvenile justice, to young offenders. Non-violent, and mostly first time offenders are sentenced by their peers’ in teen courts. Teen courts also serve as juvenile justice diversion programs. Teen courts vary from state to state, and sometimes within the same state. With this program, all parties of the judicial setting are juveniles with the exception of the judge. Each teen court, is designed specifically to meet the needs of the community it serves. Teen courts were created to re-educate offenders throughout the judicial process, create a program with sanctions that will allow the youth not to have a juvenile record, and to also instil a sense of responsibility.

Treatment facilities have a limited staff and resources to appropriately monitor the juvenile offenders. The juvenile offenders commonly placed into the treatment facilities, are there due to running away from home, delinquent youth, and youth who have suffered trauma bonds and are acting out because of it. In my experience, we have two juvenile facilities that are shorthanded on staff and unable to properly monitor the youthful offenders. This leads to the juvenile offenders fleeing from the facility and hiding out until they are caught and returned.
The juvenile justice system faces a significant challenge in identifying and responding to the psychiatric disorders of detained youth because research has shown that it is difficult to define the best means to use and enhance the scarce mental health resources (Kessler & Kraus, 2007). According to Cocozza and Skowyra (2000) “Children’s and adolescents’ mental health needs have historically been addressed inadequately in policy, practice, and research and have only the number of youth with mental illness and their level of unmet needs recognized” (p 4). Furthermore, that the juvenile justice system has gone from treatment and rehabilitation to retribution and punishment, that the prevalence is higher for youths who are involved with the system have mental health disorders when compared to the general population. In this paper I will be discussing pathways of juvenile detentions, types of mentally ill juvenile offenders, working alliance, treatment/intervention options available, challenges of untreated mental illness, and research findings.
What is important to understand in terms at the difference between the juvenile and adult system is that there is a level of dependency that is created tween the two and the juvenile system focuses on how to help rather than in prison individuals at such a young age. However, it usually depends on the type of crimes that have been committed and what those crimes me for the families and how they impact of the greater society. The Merriam Webster dictionary defines Probation as a period of time given to someone who commits a crime and instead of being incarcerated are allowed to spend their sentence in the community based on conditions set aside by the courts. (http://www.merriam-webster.com/dictionary/probation) The task was given to me to build the ultimate model of Probation Services. After careful consideration and great thought this is the route I decided to take. I believe that parents play a great role in some of the decisions their children make. The decisions children make today are a reflection of their parents. My focus on this probation model is to place both child and parent in an institution were they would undergo a period of restoration of family values, rehabilitation, parenting courses, academia and counselling. The ages of these juveniles will range between the ages of ten (10) to seventeen (17) years old.Therefore I stand for institutionalized probation and how this probation will assist in instilling family values.
One of the major differences between juvenile and adult corrections is the large number of private facilities in the juvenile system. Private facilities have the luxury of being able to "cherry-pick" their clients, and they can also sometimes do things and perform treatments that public facilities cannot do. One of the big problems in public juvenile justice is how long it takes to get an arrested juvenile tried and adjudicated as a delinquent. Only after they have been so adjudicated can they technically be placed in a "rehabilitation" program, and obviously, this kind of delay exacerbates the problem of delivering psychological services in a timely fashion. Juveniles who are still in detention status can only receive substance abuse treatment, sex education, remedial education, and crisis intervention services.
Parents should be more involved with their children’s lives, and try to discipline and set rules at an early age. It is better for a juvenile to be confined rather than him/her influencing average teenagers to follow in his footsteps. It is a sad day when a teenager has to spend his/her days in a juvenile facility rather than outside enjoying his freedom and childhood. Children, who attend these programs and cannot cope with the challenges, can be easily abused. The risk in enrolling these teenagers into such disciplinary programs may either break them or make them improve their behaviors and quality of life. The quagmire of placing juveniles in adult facilities is the risk factors juveniles may experience while incarcerated. Being that juveniles are young and smaller to the adult offenders, they may be seen as a prey or easy target for rape, assault, mental issues which eventually leads to suicide. We must keep in mind that juveniles are youth meaning they are still a child, not an adult and should not be exposed to adult incarceration environment. Although it is cost saving to place juveniles and adults under one facility, it is unethical because they are not built and yet mentally ready and prepared to experience adult facilities. The goals of juvenile corrections are too deter, rehabilitate and reintegrate, prevent, punish and reattribute, as well as isolate and control youth offenders and offenses. Each different goal comes with its own challenges. The goal of deterrence has its limits; because rules and former sanctions, as well anti-criminal modeling and reinforcement are met with young rebellious minds. Traditional counseling and diversion which are integral aspects of community corrections can sometimes be ineffective, and studies have shown that sometimes a natural self intervention can take place as the youth grows older; resulting in the youth outgrowing delinquency.
Mental health treatment among juvenile is a subject that has been ignored by society for far too long. It has always been one of those intricate issues that lead to the argument of whether juveniles should receive proper treatment or imprisoned like any other criminals, and often trialed as adults. Many times, young people are often deprived of proper help (Rosenberg) However, we often overlook the fact that while they are criminals, they are still young, and fact or not, it is a matter of compassion that must be played from our side to help these youth overcome their harsh reality. In my opinion, when you look at the background of these young criminals, it is frequently initiated from negligence and feelings of betrayal (Browne and Lynch), of course leading to mental disorder. However, further zooming into their background, it is always proper treatment that saves them from their unfortunate circumstances. Research shows that giving juvenile criminals mental health treatment did not only reduce re-arrests but also further improve their ways of living among the society.
Introduction: Recidivism or, habitual relapses into crime, has time and time again proven to be an issue among delinquents, which thereby increases the overall juvenile prison population. This issue has become more prevalent than what we realize. Unless a unit for measuring a juvenile’s risk of recidivism is enacted and used to determine a system to promote effective prevention, than the juvenile prison population will continue to increase. Our court system should not only focus on punishing the said juvenile but also enforce a program or policy that will allow for prevention of recidivism. So the question remains, how can recidivism in the juvenile prison population be prevented so that it is no longer the central cause for increased juvenile delinquency? Simply put, we must create a means of measuring juvenile’s level of risk and in turn, form an effective rehabilitation program that will decrease their risk level for future recidivism.
